Summary of the contracting process

Cornwall Council is procuring homelessness supported accommodation and specialist homelessness intervention services across Cornwall. The six lots cover supported accommodation for adults aged 18 and over, young people aged 18 to 25, and care-experienced young people aged 18 to 25; Mid Cornwall and Mid West Cornwall are identified for the accommodation lots. The specialist services are a Trauma Stabilisation Outreach Service for people experiencing repeat homelessness and a Through the Gate Mentoring Service for people experiencing homelessness on release from custody. The services are intended to prevent and relieve homelessness, improve housing stability, support independent living, reduce repeat homelessness and improve health, wellbeing and social outcomes. Providers will work with statutory, voluntary and community-sector partners in an integrated homelessness support system.

The procurement has reached tender: Cornwall Council invited offers through an open procedure for light-touch services under the Procurement Act 2023. Suppliers may bid for one, several or all six lots, which will be evaluated and awarded separately. The tender submission deadline was 4 September 2026 at 12:00 noon; enquiries closed on 25 August 2026 at 12:00 noon, and the intended award decision date was 24 November 2026. Contracts are planned to start on 1 April 2027. Lot 1 runs initially to 31 March 2029; Lots 2 to 6 run initially to 31 March 2030. Each may be extended by two three-year periods to 31 March 2035. Estimated values range from £728,000 to £2,248,000 excluding VAT per lot, with a combined estimate of up to £7,864,000 excluding VAT. Evaluation uses a Price per Quality Point methodology, assessing quality, price and seven scored areas including delivery, workforce, risk, innovation and social value.

This opportunity suits experienced homelessness, housing-support, social-care and voluntary-sector providers able to deliver trauma-informed, strengths-based and person-centred services. Relevant capability includes supporting people with multiple disadvantage, complex needs, trauma, repeat homelessness, safeguarding risks and barriers to securing or sustaining accommodation. Accommodation providers should be able to accept appropriate referrals, maintain engagement, minimise evictions and unplanned exits, and support positive move-on and sustained independence. Specialist providers need expertise in stabilisation and psychological safety, or in pre-release and post-release mentoring, resettlement, continuity of care and reducing reoffending. Bidders must demonstrate a safe and consistent workforce, mobilisation, governance, quality assurance, risk management and continuous improvement, while working collaboratively across Cornwall’s statutory, voluntary and community services. The lots are identified as suitable for SMEs and voluntary, community and social enterprises.

The procurement comprises six Lots covering supported accommodation services for adults, young people and care experienced young people, together with specialist homelessness intervention services including a Trauma Stabilisation Outreach Service and a Through the Gate Mentoring Service for people transitioning from custody. The services are intended to prevent and relieve homelessness, improve housing stability, support sustained independence, reduce repeat homelessness and contribute to improved health, wellbeing and social outcomes. The Authority is seeking providers capable of delivering trauma-informed, strengths-based and person-centred services, working collaboratively with statutory, voluntary and community sector partners as part of an integrated homelessness and support system. Services will support individuals with multiple disadvantage, complex needs and barriers to securing and sustaining accommodation. The procurement is being conducted as an Open Procedure under the Procurement Act 2023 for Light Touch Services. Suppliers may bid for one, multiple or all Lots. The anticipated contract commencement date is 1 April 2027, with an initial term of two years and options to extend for up to a further six years. The total estimated contract value across all Lots is up to PS7.86 million excluding VAT over the maximum contract term
