Summary of the contracting process

Solihull Metropolitan Borough Council intends to establish a framework for residential and nursing care home beds in Solihull. Providers would deliver high-quality personal care and nursing care, in line with current Care Quality Commission standards, to people nominated by the council. The service is for adults with an assessed care and support need where residential personal or nursing care has been identified as the appropriate setting. Residents are expected mainly to have complex care or support needs. This is a health and social care services procurement, classified under CPV 85000000. Delivery is within the Solihull area. The framework is intended to support care homes able to provide registered residential and nursing provision and accept placements referred by the council.

This procurement is at the planning stage: the council has announced its intention to procure and expects to use an open procedure for a light-touch services regime, through a framework agreement. It is planned as one lot and is suitable for SMEs and voluntary, community or social enterprises. The estimated value is £14,826,577.50 excluding VAT, or £17,791,893 including VAT. The anticipated contract period is 1 April 2028 to 31 March 2033. The council expects to publish a subsequent notice around 1 September 2027. As part of preliminary market engagement, interested providers are asked to complete the SOL30094 Older Adult Residential and Nursing Care Market Engagement document by 12 noon on 7 September 2026 through the council’s procurement portal.

The planned framework is likely to suit registered care home operators providing both residential personal care and nursing care for older adults with complex needs. Providers should be able to demonstrate registration for the relevant services under current Care Quality Commission standards and maintain the staffing, clinical capability, accommodation and operational capacity needed to deliver safe care in a residential setting. Organisations already supporting people with assessed care and support needs, including those accustomed to council referrals and placement arrangements, are well placed to prepare. The council has identified the procurement as suitable for small and medium-sized businesses and voluntary, community or social enterprises, so smaller specialist providers and mission-led care organisations may be able to participate when the procurement reaches the market. The planned market engagement provides an opportunity to understand the council’s requirements and inform preparation.
