Summary of the contracting process

London Borough of Hounslow commissioned a borough-wide Playing Pitch Strategy covering playing pitches and other formal and informal sports facilities. The work is a research and consultancy service to review the condition, quality, availability and accessibility of facilities for pitch sports. Its purpose is to support public health by encouraging residents to be more active, and to give the council and its partners a reliable evidence base for spatial planning, capital investment decisions and external funding bids for new or improved facilities. Delivery is across the London Borough of Hounslow. The requirement is relevant to consultants specialising in sports facility strategies, playing pitch assessments, leisure planning, community sports development, public-sector evidence gathering and strategic advice on investment in sports infrastructure.

This below-threshold procurement used an open competition and is now complete. It comprised one lot and was evaluated on quality at 60% and cost at 40%. The tender deadline was 11 June 2026 at 1pm, with enquiries closing on 2 June 2026 at 1pm. Continuum Sport and Leisure Ltd was selected as supplier. The contract was signed on 6 July 2026 and runs from 6 July 2026 to 5 July 2027. Its value is £29,257 excluding VAT and £35,108.40 including VAT. The lot had an estimated gross value of £36,000. Electronic submission was allowed. The procurement was classified as research and development and related consultancy services, with the work applying to the Hounslow borough area.

This award indicates demand from Hounslow for specialist consultancy that can assess playing pitches and wider formal and informal sports facilities, convert evidence into a strategic plan, and connect facility needs with public health, spatial planning, capital investment and external funding decisions. A credible competitor for a future requirement would need practical expertise in playing pitch and sports facility strategies, robust research and evidence-gathering methods, and the ability to assess quality, supply, accessibility and community need across a whole borough. It would also need to produce clear, defensible recommendations that can support planning decisions, investment cases and funding bids, while working effectively with a council and its partners. The opportunity was marked as suitable for both SMEs and voluntary, community or social enterprises.
