Summary of the contracting process

The Blackpool Borough Council is inviting tenders for a Highways Consultancy Support Framework, aimed at appointing three ranked contractors for multiple lots: Highways Design, Strategic Support for Highways & Structures, and Highways Traffic Signal Support. These services are intended to bolster various departments within the council, including the Highways department and the Enterprise Zone. This procurement is set in the UK region UKD42, with an open procurement method under an active tender stage. Important dates include the closing of the enquiry period on 13th July 2026, the tender submission deadline on 20th July 2026, and the anticipated award date on 10th September 2026. The contracts are expected to begin on 12th September 2026 and run potentially until 2030, subject to renewal options. The total gross budget for this procurement is estimated at £4,320,000.

This framework presents significant growth opportunities for businesses with expertise in civil, structural, environmental, and technical consultancy services, specifically those adept in supporting highways infrastructure and urban traffic management. Small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate, offering a chance to engage in ranked framework agreements leading to direct awards or mini-competitions based on specific project demands. By participating, businesses can secure substantial work through call-off contracts, with evaluation criteria heavily focused on quality and innovative approaches, providing a fair platform for experienced service providers to demonstrate their capabilities and competitiveness in delivering value for money solutions.
