Royal Armouries is undertaking this procurement to appoint a suitably qualified, experienced and competent supplier to provide a comprehensive cleaning service at Fort Nelson. The requirement includes the delivery of daily cleaning across visitor, staff, operational and venue hire areas, together with scheduled periodic cleaning tasks, including deep cleaning, window cleaning, high-level cleaning, the supply and management of washroom consumables, and associated equipment, materials and service management arrangements. The appointed supplier will be required to deliver a reliable, safe, compliant and consistently high-quality service which supports the operation of Fort Nelson as a national museum, public visitor attraction and events venue throughout the contract term. The expected commencement date of the contract is 25 November 2026; however, the operational start date for service delivery will be 01 February 2027, allowing an appropriate mobilisation period for the appointed supplier.

Lot 1

Renewal: Royal Armouries reserves the right, at its sole discretion, to extend the contract for one further optional period of 2 years, subject to satisfactory supplier performance, continued operational requirement, availability of funding and agreement of the parties. Any such extension shall be confirmed in writing prior to expiry of the initial contract term. Prices applicable to the extension period shall be subject to negotiation and formal agreement before the extension takes effect.

Planning Information

Royal Armouries are looking to explore the market options for a single provider to provide cleaning services in the museum and offices at Fort Nelson in Hampshire. The proposed contract is to include a daily cleaning provision, scheduled window cleaning, area deep cleans, carpet cleaning and the provision of all required equipment and washroom consumables. The Preliminary Market Engagement (PME) event will consist of two scheduled open days on site. Option 1 - Monday 1st June 2026 1.00pm – 4.30pm. Option 2 - Tuesday 2nd June 2026 - 10.00am – 1.30pm. The day will consist of an overview of the Royal Armouries, a full site walk round reviewing the areas within the specification, followed by a general discussion regarding the proposed specification and the issue of an individual questionnaire which is to be completed by each supplier and returned on the day. We can accommodate 8 suppliers with a maximum of 2 people per company attending for each event. A place must be booked in advance of the day by emailing Lindsay Shepherd email address - fn.facilities@armouries.org.uk stating which date you would like to attend and the names of the company and attendees. A confirmation email will be sent by return to acknowledge your place at the event. Places will be allocated on a first come first served basis. If we are unable to accommodate you at your chosen event an email response will be sent to advise this. Bookings for the event will close on Thursday 28th May 2026 at hrs. 17:00. Following the PME event the project team will review and discuss all feedback received from both the onsite discussion and completed questionnaires. The feedback will be collated to identify responses to the questions asked and the feasibility for delivery of the specification proposed. Majority responses will then be used to finalise the tender specification document. A summary report of the collated feedback will be emailed to all suppliers who attended and participated in the PME event week commencing 15th June 2026. The PME is non-binding and participation in the event will not advantage suppliers in the formal tender process.
