Lot 1 - MMPSA Service: South-West
NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU), on behalf
of NHS England (referred to as the Authority), is inviting suitably qualified and
experienced providers to respond to this Competitive Process for the provision of a Medication to Manage Problematic Sexual Arousal (MMPSA) Service for the South-West, North-West and North-East regions (initial pilot service) including the Clinical Regional Multi-Disciplinary Team, as part of a jointly commissioned HMPPS-NHS England care pathway.
The service is being commissioned under the following Lots:
Lot 1 - MMPSA Service: South-West
Lot 2 - MMPSA Service: North-West
Lot 3 - MMPSA Service: North-East
MMPSA is a voluntary, clinically assessed intervention, delivered alongside psychological and behavioural support, for individuals whose problematic sexual arousal presents significant distress or risk-related concerns.
The service builds on an established South-West pilot and existing provision, and this procurement will both continue delivery in the South-West and expand into additional regions (North West and North East).
The service is at an early stage of development, following ministerial commitment as part of the sentencing review, and as such, will evolve over the contract period. Providers will be expected to deliver a safe and effective service in line with the specification, while working with Commissioners to support ongoing evaluation, learning, and refinement.
At a high level, the service will:
* operate as a multi-disciplinary clinical service model
* deliver assessment, prescribing, and ongoing medical management
* integrate with wider risk management and rehabilitative services
* support continuity of care across custody and (where appropriate) into the community
The service is due to commence in March 2027 or sooner if possible.
The initial contract period is 2 years with Commissioners having the option to extend for up to a further 2 years.
The successful Provider(s) in respect of each Lot is expected to be fully operational, providing services from November/December 2026. There will be a 3 month service mobilisation stage and full clinical services are expected to start in March 2027.

This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract
is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For
the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not
apply to this award.
The decision maker of the award will be: NHS England - National Commissioning Group.
The intention is to award a contracts using the Competitive Process.
The announcement by Government, on 13th March 2025, will not disrupt commissioning
and contracting of this service. NHS England continues to exist as a statutory body for
now. The dissolution of NHS England during the term of the contract will be subject to an
act of Parliament and its undertakings will be transferred as appropriate. As and when
NHS England is dissolved, commissioning responsibilities will be transferred to an
alternative commissioning authority. At this time, the General Condition 12 'Assignment
and Sub-Contracting' of the NHS Standard Contract, as per the obligations of the
commissioner, will set out the terms and conditions under which the contract will be
transferred or assigned to the relevant commissioning authority.
Options: There is an option to extend for up to a further 2 years following the initial contract period, subject to performance and further funding.

"description": "NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU), on behalf<br/>of NHS England (referred to as the Authority), is inviting suitably qualified and<br/>experienced providers to respond to this Competitive Process for the provision of a Medication to Manage Problematic Sexual Arousal (MMPSA) Service for the South-West, North-West and North-East regions (initial pilot service) including the Clinical Regional Multi-Disciplinary Team, as part of a jointly commissioned HMPPS-NHS England care pathway.<br/><br/>The service is being commissioned under the following Lots:<br/><br/>Lot 1 - MMPSA Service: South-West<br/>Lot 2 - MMPSA Service: North-West<br/>Lot 3 - MMPSA Service: North-East<br/><br/>MMPSA is a voluntary, clinically assessed intervention, delivered alongside psychological and behavioural support, for individuals whose problematic sexual arousal presents significant distress or risk-related concerns.<br/><br/>The service builds on an established South-West pilot and existing provision, and this procurement will both continue delivery in the South-West and expand into additional regions (North West and North East).<br/><br/>The service is at an early stage of development, following ministerial commitment as part of the sentencing review, and as such, will evolve over the contract period. Providers will be expected to deliver a safe and effective service in line with the specification, while working with Commissioners to support ongoing evaluation, learning, and refinement.<br/><br/>At a high level, the service will:<br/><br/>* operate as a multi-disciplinary clinical service model<br/><br/>* deliver assessment, prescribing, and ongoing medical management<br/><br/>* integrate with wider risk management and rehabilitative services<br/><br/>* support continuity of care across custody and (where appropriate) into the community<br/><br/>The service is due to commence in March 2027 or sooner if possible.<br/><br/>The initial contract period is 2 years with Commissioners having the option to extend for up to a further 2 years.<br/><br/>The successful Provider(s) in respect of each Lot is expected to be fully operational, providing services from November/December 2026.
