Summary of the contracting process

NHS England is commissioning a Medication to Manage Problematic Sexual Arousal (MMPSA) service, a voluntary clinically assessed intervention delivered alongside psychological and behavioural support for people whose problematic sexual arousal creates significant distress or risk concerns. The service includes a clinical regional multi-disciplinary team and forms part of a jointly commissioned HMPPS–NHS England care pathway. Providers will deliver assessment, prescribing and ongoing medical management, integrate treatment with wider risk management and rehabilitation, and support continuity of care between custody and, where appropriate, the community. The procurement is divided across the South-West, North-West and North-East of England. It continues an established South-West pilot and extends provision into the North-West and North-East. NHS Arden and Greater East Midlands Commissioning Support Unit is managing the process on behalf of NHS England.

The buyer invited offers through an open competitive process under the Provider Selection Regime, with electronic or written submissions in English. The response deadline was 12 noon on 16 September 2026, with bid opening and the planned award period starting at that time; bids were to remain valid for 120 days. The process was subsequently abandoned, so no contract will be awarded through it; the stated reason was an inconsistency in the financial-standing assessment methodology. Three lots were offered: South-West at £2.87 million, North-West at £4.11 million and North-East at £5.07 million, all over 1,440 days, with an option to extend each by up to two years subject to performance and funding. Selection was based on supplier suitability and the procurement documents.

This opportunity suits established healthcare providers able to operate a safe, clinically governed multi-disciplinary service for a sensitive forensic and public-health pathway. Relevant capability includes clinical assessment, prescribing, medical monitoring and medication management, alongside psychological and behavioural support. Providers should be able to work with prison and NHS partners, wider risk-management and rehabilitative services, and community services where continuity of care is appropriate. The requirement calls for suitably qualified and experienced organisations able to deliver consistently across a regional footprint and to support evaluation, learning and refinement as the service develops. Capacity should be flexible and scalable because activity levels and delivery assumptions may change. Suppliers must also be able to work under the NHS Standard Contract and meet the stated economic and technical selection requirements.
