Summary of the contracting process

Sheffield City Council procured perinatal mental health peer-support services in Sheffield under its Best Start in Life and Healthy Babies Programme. Lot 1 was awarded at £648,544 net (£778,252.80 gross) for 1 October 2026 to 31 March 2029, with an option for a 12-month extension to 31 March 2030. Lot 2 was awarded at £198,675 net (£238,410 gross) on the same period and extension basis. Five bids were received for Lot 1 and seven for Lot 2. Evaluation weighted quality at 70%, price at 20% and social value at 10%.

This outcome indicates demand for established, community-based peer-support organisations able to deliver perinatal mental health services rather than purely clinical treatment. A credible future competitor would need experience supporting parents with mild to moderate mental health difficulties, understanding of anxiety, low mood and stress, and the ability to strengthen parent–infant relationships through accessible, early and relationship-based support. Providers targeting dads and male caregivers would also need specific insight into fathers’ and partners’ needs during the perinatal period, including transition to parenthood, caregiving and family wellbeing. The requirement was suitable for SMEs and voluntary, community and social enterprises, and social value formed part of the assessment, so local engagement, inclusive delivery and demonstrable community benefit would be important strengths.

Lot 1 - Perinatal Mental Health Peer Support Service Lot 2 - Perinatal Mental Health - Dads and Male Caregivers Peer Support Lot 1 - Perinatal Mental Health Peer Support Service Sheffield City Council, as part of the national Best Start in Life and Healthy Babies Programme (formerly Start for Life), is recommissioning a perinatal mental health peer support service to provide early, accessible, and relationship based support for parents experiencing mild to moderate mental health difficulties [1]. This includes anxiety, low mood, stress, and supporting healthy parent-infant relationships. The need for strengthened peer based emotional wellbeing support has been consistently highlighted by parents and carers, including through the Sheffield Early Years consultation (2023) and subsequent engagement activity undertaken more recently. This has been running for 3 years and the aim is to build on, develop, improve and evolve what has already been implemented. Lot 2 - Perinatal Mental Health - Dads and Male Caregivers Peer Support Sheffield City Council, as part of the national Best Start in Life and Healthy Babies Programme (formerly Start for Life), is recommissioning a Perinatal Mental Health (PNMH) Peer Support Programme for Dads and Male Caregivers. This recommissioning builds on three years of delivery and responds directly to needs identified through the 2023 Early Years Start for Life Consultation, where fathers and partners highlighted gaps in support during the perinatal period. The aim of this programme is to help all new and expectant dads and male caregivers make the transition to parenthood as smooth as possible, with a strong emphasis on: * sensitive and attuned caregiving * positive early parent-infant relationships * good mental wellbeing for babies and their families
