    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 26 May 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representations should be sent to nnicb-nn.psrsupport@nhs.net The decision was made by the Joint Commissioning Executive Group in line with the ICB's Scheme of Reservation and Delegation. There were no declared conflicts or potential conflicts of interest. The relative importance of the key criteria was weighted as follows: Integration and Collaboration - 35% Weighted highest as the service fundamentally depends on integration with Primary Care, PCNs, JID and MDT pathways to operate safely and as intended. Continuity and Deliverability - 25% Reflects the immediate system risk, given UHDB's restricted provision and the requirement to mobilise safely by September 2026. Improving Access, Reducing Health Inequalities and Preventive Impact - 20% Aligned to statutory duties and identified inequalities, particularly for coastal, rural and SMI populations, and the requirement for a proactive population based model. Quality and Innovation - 15% Important but largely defined through the OPIP model, with the key focus on safe and consistent delivery. Value - 5% Considered in the context of system benefit, but weighted below safety, integration and access to ensure a deliverable and equitable model. The provider has been identified as the most suitable based on consideration of the key criteria.",
