Supply and Delivery of AdBlue/ PS0025
Notice Description
East Midlands Railway (EMR) requires the ongoing supply and delivery of AdBlue (AUS 32) to support the operation of diesel and bi mode rolling stock across all operational operations across Etches Park (Derby) and Cricklewood depots but other locations could be added throughout the lifetime of the contract. There are 2 x 15,000 litre bulk tanks (these tanks feed into one for extraction of AdBlue) at Etches park and a further 2,500 litre tank at Cricklewood which is used as a back up fuelling location. EMR may wish to also purchase tanks from you in the future The Contract will replace an existing arrangement and this contract award is intended for January 2027 to allow sufficient time for mobilisation and transition activities. The scope of the Contract includes bulk AdBlue supply, stock monitoring arrangements, and associated tank and site support where required. EMR may wish to purchase tanks from you on a future date , Pricing will be required but not evaluated The service is business critical. Any failure to maintain adequate AdBlue stock levels may result in fleet withdrawal, operational disruption, and non compliance with emissions requirements.

Options: The right to additional purchases while the contract is valid. Any compliant option for additional or repeat goods, services or works following contract expiry will be considered only in accordance with the Procurement Act 2023 and EMR governance.
Renewal: The Contract duration will be Contract term: Initial period of 2 years, with the option to extend for two additional 1-year periods (2+1+1). EMR may also, where permitted under the Procurement Act 2023, award additional or repeat goods, services or works in accordance with applicable legislation.
Planning Information
The purpose of this PME is to support the development of the future ITT by: • Understanding supplier capability, capacity, and experience in delivering AdBlue within a safety-critical rail environment • Assessing supply chain resilience, contingency planning, geographic coverage, and risk mitigation arrangements • Exploring opportunities for SME participation, either as prime contractors or through subcontracting and collaborative models • Identifying telemetry, monitoring, and stock management solutions to support visibility, forecasting, and performance reporting • Understanding sustainability opportunities, including low-carbon logistics, waste reduction, and environmentally responsible packaging • Gaining insight into commercial and pricing models, including bulk supply, managed service options, indexation, and cost drivers Suppliers will be invited to review PME documentation and provide responses to a set of market-focused questions. EMR will review all feedback received and use this information to refine the scope, service requirements, commercial structure, and evaluation methodology for the future procurement. Participation in this PME does not guarantee inclusion in the subsequent procurement process and is not a precondition for bidding. Feedback from the PME will be analysed and used to inform the final ITT documentation. Once finalised, the opportunity will be formally advertised and competed via Find a Tender, in accordance with the Procurement Act 2023 and applicable transparency requirements. Expressions of Interest in the PME will be managed through EMR's WAX procurement portal.
