Summary of the contracting process

Bath & North East Somerset Council is in the planning stage of the "Older People's Homecare Framework," a tender initiated on 5th August 2026. This significant project addresses the provision of homecare services in the Bath and North East Somerset area, designated as UKK11, UKK12, and UKK15. The industry category falls under Health and Social Work Services (CPV code 85000000). Leading up to the anticipated contract start on 1st October 2027, and concluding by 30th September 2032, the Council has scheduled a series of market engagement activities, including workshops and steering groups until April 2027. The contract, valued at £150,000,000, is classified under a special "light touch" regime and is expected to operate as a flexible framework agreement to meet the estimated demand of 8,000 hours of care per week by October 2027, aligning with population growth trends. Interested parties should ensure their registered office is within a manageable distance from the B&NES boundary to enable effective oversight.

This initiative presents robust opportunities for providers specializing in health and social care, particularly SMEs and Voluntary, Community and Social Enterprises (VCSEs) that comply with the geographical requirement of having a registered office within approximately 30 minutes' drive from the region border, though this criterion is open to consultation. Businesses capable of delivering both long-term and short-term care solutions can capitalize on this framework's flexible nature, supporting the Council's objectives to streamline hospital discharge processes and prevent unnecessary admissions. Engaging in this tender not only allows participation in a substantial public sector contract but also contributes to the community by enhancing the quality of life for residents in the Bath and North East Somerset area. These engagements will operate as a collaboration model, encouraging businesses to actively participate in shaping service delivery, impacting their standing and growth in the regional health and social care market.

Notice Title

Older People's Homecare Framework

Notice Description

The Council is looking to establish a flexible framework, for the provision of homecare to people within the Bath & North East Somerset Region. This will include long term social care and short term care to support hospital discharge and admission avoidance to people in their own homes. As of October 2027, we anticipate the provision of home care to be an estimated, 8,000 hours per week, across all funding streams and that this will grow in line with population growth and change over time. We require the care providers' registered office to be within a certain distance from the B&NES boundary - provisionally, this has been set at 30 minutes' drive from the border but this is open to consultation with providers and is not set. This is to ensure that there is sufficient management oversight available within an appropriate timeframe in the event of an emergency or any incident that requires escalation and further support.

Planning Information

The Council is holding a combination of in-person workshops, virtual workshops and steering groups between now and April 2027. In person events, will be held across the locality, but primarily in Keynsham and Bath. If you are interested in attending an event, please contact - Tom_Jarvis@bathnes.gov.uk. The Council will be consulting on the specification, the customer charter, the service delivery information and how intermediate care will be delivered going forward. The Council will also be holding session on how to tender and the contracting model.
