Summary of the contracting process

Bath & North East Somerset Council intends to establish a flexible framework for homecare services for older people in the Bath and North East Somerset area. The service will support people in their own homes through both long-term social care and short-term care, including support after hospital discharge and to help avoid hospital admission. The work is classified as health and social work services. Providers will deliver care across the Bath and North East Somerset locality, with management oversight expected to be available near the council boundary. The anticipated contract period is 1 October 2027 to 30 September 2032, with a possible extension until 30 September 2037. The council expects the next notice to be published by 1 May 2027. It is holding market engagement through in-person and virtual workshops and steering groups until 22 April 2027, covering the specification, customer charter, service delivery, intermediate care, tendering and the contracting model. The framework is planned to be above threshold.

The framework is intended for established homecare providers, including small and medium-sized enterprises and voluntary, community or social enterprises. Suitable suppliers are likely to need the operational capacity to provide substantial weekly care hours across multiple funding streams, while maintaining continuity as demand changes. Providers should be prepared to demonstrate effective management oversight, reliable escalation arrangements and the ability to respond appropriately to emergencies or incidents affecting people receiving care. The council is consulting on the required distance of providers’ registered offices from the Bath and North East Somerset boundary; its provisional position is a maximum 30-minute drive from the boundary, but this remains subject to provider consultation. Care providers should engage in the planned discussions to help shape the specification and contract model before procurement begins.

Notice Description

The Council is looking to establish a flexible framework, for the provision of homecare to people within the Bath & North East Somerset Region. This will include long term social care and short term care to support hospital discharge and admission avoidance to people in their own homes. As of October 2027, we anticipate the provision of home care to be an estimated, 8,000 hours per week, across all funding streams and that this will grow in line with population growth and change over time. We require the care providers' registered office to be within a certain distance from the B&NES boundary - provisionally, this has been set at 30 minutes' drive from the border but this is open to consultation with providers and is not set. This is to ensure that there is sufficient management oversight available within an appropriate timeframe in the event of an emergency or any incident that requires escalation and further support.

The Council is holding a combination of in-person workshops, virtual workshops and steering groups between now and April 2027.
