Summary of the contracting process

East Ayrshire Council procured taxi services to transport vulnerable people throughout the East Ayrshire Council area, including occasional journeys across the council boundary. The requirement covers both planned taxi hires and responsive or emergency hires. It is divided between services for the northern and southern parts of East Ayrshire, with Kilmarnock and Cumnock identified as central points for journeys in the respective areas. The work is a passenger transport service rather than vehicle supply or infrastructure works. Both parts of the requirement are intended to support the Council’s ongoing transport needs, including journeys that may require availability at short notice. The selected provider is a small or medium-sized enterprise, indicating that the requirement can be delivered by an appropriately resourced specialist taxi operator.

The procurement reached completion through an open procedure, with a framework arrangement allowing up to two participants. Two suppliers submitted bids for each part, and both bids were from SMEs. Evaluation was based on quality weighted at 40% and price at 60%; variants were not allowed. The expressions-of-interest deadline was 12 noon on 14 June 2026, followed by the tender deadline and bid opening at 12 noon on 17 June 2026. B&G Contracts Ltd was awarded both the North and South parts. Each contract is valued at £400,000, and both were signed on 24 July 2026. Each contract runs for 1,080 days, with the Council holding discretion for one separate one-year extension. The North and South lots were previously marked cancelled, but both awards and contracts are active.

This requirement is relevant to taxi operators and passenger transport businesses able to provide planned, responsive and emergency journeys for vulnerable passengers across East Ayrshire, with occasional cross-boundary travel. Credible competitors would need suitable vehicles, drivers and operational capacity to cover both the northern and southern service areas, including the ability to respond when urgent transport is required. The Council requires bidders to provide the names and qualifications of staff assigned to the work, so documented driver competence and a dependable staffing model would be important. The 40% quality weighting means service delivery arrangements matter alongside price. The award attracted two SME bids for each part, showing that established smaller operators can compete where they can demonstrate coverage, resilience, safeguarding-aware passenger service and reliable electronic administration.
