The London Borough of Barking and Dagenham is commissioning targeted careers and post-16 transition support for vulnerable secondary-school pupils in Barking and Dagenham. It will cover approximately 15 pupils in each participating secondary school, helping them remain engaged in education, raise their aspirations and develop realistic plans for education, training or college after Year 11. Providers will identify suitable post-16 pathways, support college applications and deadlines, and provide follow-up so each pupil has an appropriate plan for the start of Year 12. The work falls within health and social work services and is a targeted early-intervention service supporting children and young people at risk of poor transition outcomes.

The Council is seeking to commission a targeted early intervention, careers support for vulnerable pupils with additional needs to help reduce the risk of young people disengaging at the point of transition, improve their wellbeing and life chances, and support delivery of wider borough objectives for children and young people. This service is required to maintain engagement in education, raise aspirations and ensure that identified pupils have clear, realistic and supported post-16 plans. It will support pupils from Spring and Summer of Year 10 through to Autumn of Year 11, including early work to identify suitable post-16 pathways and support applications for college places at the start of Year 11. Key requirements: Deliver targeted SEND careers and post-16 transition support for approximately 15 pupils in each secondary school. Focus on Year 10 and Year 11 pupils working towards GCSE grades 1-3 who have a known additional need or receive SEND support. Support pupils at risk of poor post-16 transition outcomes to remain engaged in education. Identify suitable post-16 pathways and support preparation for college or training applications. Provide follow-up activity so each young person has an appropriate plan in place for September of Year 12.

The Authority is seeking to hear from established providers in the delivery of a programme in secondary schools in Barking and Dagenham with young people, who receive SEND support and are on grades 1-3 at GCSE , to support careers discussions in person and applications to college across year 10 and 11. There is an ongoing focus on the number of NEET (Not in Education, Employment or Training) numbers nationally and young people who receive SEND support and who are known to social care are particularly at risk of becoming NEET. This project is designed to keep them engaged in education and ensure that they have plans for post 16 including supporting them to apply for college places at the start of year 11. This approach aligns directly with the ambitions of the London Borough of Barking & Dagenham’s Corporate Plan and the DRIVE programme, both of which priorities the wellbeing, and future prospects of young people within the borough. The Corporate Plan emphasises early intervention and partnership working to support vulnerable residents. The DRIVE programme in particular is focused on delivering real changes for children and young people.
