Summary of the contracting process

This procurement process, initiated by Lancashire County Council, concerns a project titled "NHS Health Checks" within the medical software industry category. The location specified is within the United Kingdom, particularly the UKD region. Currently, the process is at the planning stage, with a key milestone being a supplier engagement activity scheduled for completion by 19th June 2026. The council is conducting early market engagement to gather insights for future requirements, and a preliminary market engagement notice has been published to facilitate this. The procurement method involves gathering feedback from potential suppliers to address system-level challenges and enhance the delivery of health checks.

This tender represents a significant opportunity for businesses specialising in medical software solutions to address existing system inefficiencies within NHS Health Checks. Companies offering innovative, digitally integrated solutions suitable for small and medium-sized enterprises (SMEs) could benefit significantly from engaging in this process. The focus is on developing user-centred approaches that streamline administrative workloads and improve patient engagement. The involvement over the contract period, from January 2027 to December 2028, allows for sustained collaboration and contribution to public health outcomes, potentially extending to December 2030 if renewed.

Notice Title

NHS Health Checks

Notice Description

NHS Health Checks are a key national prevention programme, intended to identify and manage cardiovascular risk among eligible adults. However, delivery and uptake in Lancashire remains inconsistent, with significant variation between practices, including conversion from invitations to completed checks and changing administrative workloads. Many practices report low response rates to invitations due to lack of awareness of the NHS Health Check programme, high levels of non attendance, and substantial resource required to manage recall, booking and follow up. These challenges are further compounded by wider health inequalities, with some population groups less likely to engage or attend without additional support. Locally, NHS Health Checks are delivered exclusively through general practices, using established GP clinical systems such as EMIS, but with variation in booking routes, invitation methods and levels of digital capability. Across the end to end pathway there are known pressure points, including limited public understanding of NHS Health Checks, drop off between invitation and attendance, fragmented booking and engagement processes, and a corresponding operational and administrative burden on practice teams. This early market engagement seeks to explore how these system level challenges might be addressed through more joined up, user centred and digitally enabled approaches that support both residents and practices.
