Summary of the contracting process

Slough Borough Council is spearheading a procurement process titled "Day Activities Framework for Adults." This initiative, categorised within the health and social work services industry, is focused on reinventing daytime activities for autistic adults and adults with learning disabilities. The service aims to provide high-quality, person-centred support that enables these adults to live fulfilling lives within their communities. The procurement is currently in the planning stage, with notable engagement deadlines set for 1st July 2026. Located in Slough, UK, the buyer organisation is situated at Observatory House, 25 Windsor Road, SL1 2EL. A framework agreement has been established as the procurement method, with communication and future notice dissemination planned for 4th January 2027. The contract period is scheduled from 1st June 2027 to 31st May 2030, with the potential for renewal extending to 2031, providing long-term opportunities for businesses.

This tender presents substantial growth opportunities for enterprises specialising in health and social work services, particularly those focusing on supporting adults with learning disabilities. SMEs and voluntary, community, and social enterprises (VCSE) are especially encouraged to engage as the contract's framework supports these business models. By participating, businesses can contribute to reducing health inequalities and promoting ordinary family and community life. This tender offers a pathway to play a crucial role in long-term community integration and inclusivity, ensuring sustainable and value-for-money services. Engaging in this procurement process aligns with the strategic objectives of the Adult Learning Disability Strategy 2023–2028 and the Adult Autism Strategy 2024–2029, thus committing to social responsibility and community impact.

Notice Title

Day Activities Framework for Adults

Notice Description

Slough Borough Council is conducting Pre-Market Engagement to undertake the market's advice on the Daytime Activities provision and opportunities for autistic adults and adults with learning disabilities. A Day Activity is defined as a service or community activity provided for the purpose of delivering outcomes specified in an individual's support plan. Adult Social Care currently utilises both spot purchase arrangement and direct payments to meet the Care Act duty to meet the need for daytime activities. The intention is to recommission the Learning Disability and Autism daytime activities offer to ensure services are fit for purpose, aligned with current and future need and consistent with strengths-based, outcomes-focused practice. The recommissioned services will support adults to live well, independently and inclusively within their local communities, reducing inequalities and preventing escalation of need. The recommissioning supports delivery of the Adult Learning Disability Strategy 2023-2028 and the Adult Autism Strategy 2024-2029. The project aims to ensure Daytime Activities services are in place that deliver * high-quality, safe and person-centred support * enable adults to live fulfilling lives in their communities * ensure future provision supports adults to live healthier, safer and more independent lives. * ensure sustainability and value for money * promote ordinary family and community life * reduce health inequalities and social isolation
