Summary of the contracting process

Islington Council is procuring a community-based Breastfeeding Peer Support Service for families across the London Borough of Islington. The service will provide support in person and virtually, with one-to-one advice, group sessions, maternity ward visits and a telephone support line. It will use local volunteer and paid peer supporters, and refer or signpost families to local services while working within the early years system. The intended public health outcome is to increase exclusive breastfeeding at six to eight weeks after birth and beyond. This is a community health service, and one provider is expected to deliver the service across the whole borough. The work supports Islington’s priorities for children, healthier communities, empowerment and community wealth building.

The procurement has reached tender: Islington Council invited offers through an open procedure. Clarification questions had to be submitted by 18 September 2026 at 00:00, and tender offers were due by 22 September 2026 at 00:00. The evaluation gives 60% to quality, 20% to cost and 20% to social value. The contract is expected to run from 1 April 2027 to 31 March 2030, with options to extend by up to 48 months in two periods of up to 24 months, potentially until 31 March 2034. The estimated total value is £1,400,000 including tax. The award decision is due by 4 January 2027 at 23:59. This is a single-lot requirement and electronic submissions in English are allowed.

This opportunity suits small and medium-sized enterprises and voluntary, community or social enterprises with experience delivering breastfeeding support, peer support, public health, maternity, early years or related community health services. Suppliers will need to demonstrate relevant technical capability and experience, including the ability to provide coordinated one-to-one and group support, maternity ward activity, telephone assistance, referrals and signposting across a whole borough. The delivery model requires the management of both volunteer and paid peer supporters and effective partnership working within Islington’s early years system. Bidders must also demonstrate appropriate economic and financial standing and hold suitable levels of insurance. Strong service quality and meaningful social value delivery will be important because together they account for 80% of the evaluation.
