Summary of the contracting process

Home Group intends to procure active fire safety services for the repair and maintenance of fire safety systems and components across its national housing stock and care schemes. The work covers firefighting equipment and electrical and mechanical building installations. Services will be delivered across Home Group’s housing and care portfolio throughout the United Kingdom. The buying organisation is Home Group, a housing provider based in Newcastle. The planned requirement is for service providers able to support fire safety assets across a geographically dispersed national estate, rather than a single building or local site. The procurement is for services and is intended to support the safe, continued operation of fire safety systems in homes and care settings.

This is a planning-stage preliminary market engagement and request for information, not a tender or invitation to bid. Home Group expects to use an open procedure to establish a framework in 2027, subject to a full tender process. The planned arrangement has one lot and is currently scheduled to run from 1 June 2027 to 31 May 2031, with renewal possible until 31 May 2032. Its estimated value is £15 million excluding VAT, or £18 million including VAT. The buyer expects the next notice on 2 November 2026. Responses to the market-engagement questionnaire are requested by 4 September 2026 through the tender portal. The lot is identified as suitable for SMEs.

This engagement will suit experienced contractors providing active fire safety repairs and maintenance across housing and care environments. Relevant businesses are those able to maintain firefighting equipment and associated electrical and mechanical building installations, and to work across a national portfolio of properties and care schemes. The planned framework’s single-lot structure may be relevant to suppliers with broad geographic coverage, or to SMEs that can contribute through delivery partnerships or subcontracting arrangements. At this stage, the buyer is seeking market insight to shape its procurement approach, so suppliers can prepare by reviewing their service coverage, operational capacity and experience of maintaining fire safety systems across multiple sites. The requirement is intended for contractors able to support a substantial, long-term housing maintenance service.

It is the intention of Home Group to establish a Framework contract arrangement in 2027 following a full tender process, In order to ensure our procurement approach is focused, efficient and responds to the current market, we are inviting potential service providers to give us insight by responding to this market engagement exercise.
