Summary of the contracting process

Karbon Homes procured construction works for Harrison and Potter Trust’s Lovell Park Road scheme in Leeds. The project is to develop 92 new-build one- and two-bedroom apartments for social rent, providing later-living accommodation. The works cover disconnecting existing services, demolishing buildings on the site and constructing a new apartment building over lower ground, ground and four upper floors. The building will be around 16 metres high and must meet the applicable dutyholder and competence requirements under Part 2A of the Building Regulations. 54North Homes, a Karbon Homes subsidiary, is the development agent, while BWA (Europe) Limited administered the tender as Employer’s Agent. The procurement was for construction works, classified under CPV 45211341, flats construction work.

The procurement has been awarded following an open procedure and a two-stage design and build process. Caddick Construction Limited was awarded the contract on 29 July 2026 at £3,996,176.29 gross (£3,330,146.91 excluding tax). The procurement’s estimated gross value was £18,000,000. The awarded contract is scheduled to run from 17 August to 13 November 2026, with a maximum extent of 13 January 2027 and provision for two one-month extensions. Five bids were received and four reached the final stage. Evaluation weighted cost at 30%, construction methodology, site logistics and programme at 20%, experience and team at 20%, and sustainability, EPC A delivery and MEP strategy, design management, social value, and PCSA approach at 10% each.

This award indicates demand from Karbon Homes and its development partners for contractors able to deliver social-rent residential developments and manage the full construction process from site clearance through to apartment construction. A credible competitor would need experience delivering comparable multi-storey housing, with a team able to demonstrate construction methodology, site logistics, programming and design management. The requirement also rewards capability in value engineering and working under a Pre-Construction Services Agreement while developing RIBA Stage 3 and 4 designs towards a fixed-price main contract. Strong sustainability credentials, including the ability to deliver EPC A performance and coordinate mechanical, electrical and plumbing strategy, are important, alongside practical social-value commitments, cost control and compliance with building-regulation competence duties.

Notice Description

Harrison and Potter Trust is seeking to develop a site at Lovell Park Road, Leeds to deliver 92 new build residential apartments for Social Rent, providing high quality later living accommodation in a sustainable and well-connected location. Harrison and Potter Trust are the Client. 54North Homes Ltd (a subsidiary of the Karbon Homes Group) is acting as Development Agent on behalf of Harrison & Potter Trust to manage the procurement and delivery of this scheme. BWA (Europe) Ltd has been appointed as Employer's Agent and will administer this tender process on behalf of the Client. The site has received planning approval subject to finalising the Section 106 agreement (Planning Reference: 25/00525/FU). The works will include the disconnection of existing services, demolition of existing buildings on site, and the construction of a new residential apartment building comprising 92 one and two bedroom apartments arranged over Lower Ground, Ground, and four upper floors. The upper floor level is circa 16m high and therefore the building is not classed as a Higher Risk Building under the Building Safety Act 2022 and therefore does not progress through Gateway 2/3, but the dutyholder and competence requirements under Part 2A of the Building Regulations 2010 (as amended) apply. Harrison & Potter Trust is now seeking to employ a suitably qualified preferred contractor to join the project team. This document is the first stage of the tender process (Two Stage Design and Build Process). The successful contractor will be appointed under a JCT Pre-Construction Services Agreement (PCSA) to work with the client and design team to develop the RIBA Stage 3 and 4 designs and provide a fixed price with the intention of being appointed as the main contractor under a JCT Design and Build Contract.
