Summary of the contracting process

Warrington Borough Council is establishing a transportation and public realm consultancy services framework for use by Warrington, Cheshire East, Cheshire West and Chester, Halton and St Helens councils, and other participating local authorities across Cheshire and the surrounding area. It covers consultancy supporting transport, highways, active travel, public realm and infrastructure projects. Expected services include transport planning, highway design, transport modelling, public realm improvement, project management and related technical advice. The main work category is civil engineering consultancy, including traffic-installation design and urban environmental development planning. Delivery is across the Cheshire and surrounding local-authority areas, including Warrington, Crewe, Ellesmere Port, Widnes and St Helens.

The process has reached tender: the councils invited offers through a selective, two-stage Competitive Flexible Procedure under the Procurement Act 2023. Written quality responses, pricing and selection information are followed, for shortlisted suppliers, by clarification, presentation and interview assessments. Expressions of interest and submissions were due by 14 October 2026 at 12:00 noon. The framework is planned to run from 12 April 2027 to 13 April 2029, with two possible 12-month extensions to 13 April 2031. The estimated framework value is £20 million excluding VAT, or £24 million including VAT. One lot is evaluated on quality at 70% and price at 30%. Up to five providers may be appointed, normally four; call-offs may use direct award or mini-competition.

This opportunity suits transport and infrastructure consultancies able to deliver multidisciplinary professional advice across highways, active travel, public realm and related projects. Relevant strengths include transport planning, traffic and transport modelling, highway and traffic-installation design, urban environmental planning, project management, technical advisory work, framework management and customer-focused delivery. Suppliers will need to demonstrate a credible approach, effective resource planning, suitable delivery capacity and the ability to explain their methodology through written responses, a presentation and an interview. The framework is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. It can provide access to future commissions from several local authorities, but does not guarantee any minimum volume or value of work.
