Summary of the contracting process

Anchor Hanover Group commissioned internal and external redecoration works at Jarmans Field, Orchard Drive, Wye, Kent, for an occupied retirement development comprising 26 two-bedroom bungalows and four three-bedroom properties, some with conservatories affecting access. The scope covers removal and replacement of rainwater goods, timber repairs including rotten timber replacement and two-part epoxy resin repairs, and preparation and redecoration of fascias, soffits, bargeboards, undercroft rafters and other roofline timbers. It also includes garage, entrance door, bin-store door and entrance archway decoration, limited internal decoration to three communal rooms and identified skirting boards and doors, waste removal and disposal, and scaffolding to high areas. Mobile elevating work platforms are excluded. This is a construction and property-maintenance requirement delivered in Kent.

The procurement is complete and was run as a below-threshold open competition. One lot was awarded to Bell Group Limited for £77,914.15 excluding VAT, or £93,496.99 including VAT. The award was made on 4 August 2026. The awarded contract period is 4 September to 9 October 2026; the tender documents had anticipated delivery through 30 October 2026. The tender submission deadline was 19 June 2026 at 12:00, following an enquiry deadline of 4 June 2026 at 17:00. A voluntary standstill period ran from 4 August to 13 August 2026. Evaluation placed 65% on quality and 35% on price. Ten bids were received, with five reaching the final stage, including three from SMEs. The opportunity was identified as suitable for SMEs.

This award demonstrates demand from Anchor Hanover Group for planned refurbishment of occupied retirement housing, combining external envelope and roofline maintenance with internal communal-area decoration. A credible future competitor would need experienced decorators and building-maintenance operatives able to prepare and finish varied timber elements, repair rotten timber, use two-part epoxy resin systems, replace rainwater goods and manage associated waste. The requirement also favours contractors able to plan safely around residents, occupied homes, conservatories and differing access constraints. Competence in erecting and working from scaffolding to high areas is relevant, while mobile elevating work platforms would not form part of this particular scope. Suppliers should be able to coordinate multi-property works, protect communal areas, maintain quality across detailed preparation and redecoration, and demonstrate the organisational capacity expected of an established contractor serving a housing and care provider.
