Summary of the contracting process

The Borough Council of King’s Lynn and West Norfolk has procured a framework for arboricultural and landscape services across the borough. It has two strands: routine and reactive tree work, including climbing-based maintenance, pruning and felling; and a 24-hour, seven-day emergency call-out service for fallen trees or branches causing obstruction or other interference, including making the site safe and notifying the Council’s Arboricultural Officer for follow-up. The requirement covers tree clearing, cutting, maintenance and pruning. The framework allows the Council to place work through direct awards or further competitions, depending on its requirements.

The procurement is complete and both lots have been awarded through an open procedure. Lot 1, Arboricultural Services, was awarded on 30 September 2026 to Golden Tree Surgeons Ltd, TNA Commercial (trading as The Norfolk Arborist Ltd), John O’Conner (Grounds Maintenance) Ltd and Vegetation Management Services Ltd. Its awarded value is £166,000 excluding VAT. Lot 2, the Arboricultural Emergency Service, was awarded on 1 October 2026 to Vegetation Management Services Ltd and Gavin Jones Ltd, for £332,000 excluding VAT. Both contract periods run from 1 November 2026 to 31 October 2028, with an option to extend by up to three years. Lot 1 evaluation weighted methodology 25%, management and monitoring systems 15%, equipment and maintenance 5%, social value 5%, hourly and daily rates 30%, and schedule of rates 20%. Lot 2 weighted methodology 30%, systems 20%, equipment and maintenance 5%, social value 5%, and hourly and daily rates 40%.

This award shows demand for suppliers able to deliver both planned and reactive tree work and urgent arboricultural response across King’s Lynn and West Norfolk. The routine work calls for competent climbing-based tree maintenance, pruning and felling, supported by suitable equipment and maintenance arrangements, clear work methods, and effective organisation, management and monitoring. The emergency strand requires capacity to provide round-the-clock call-outs, respond to weather-related incidents, make trees and sites safe, and coordinate follow-up with the Council’s Arboricultural Officer. The Council assessed quality alongside commercial rates: methodology and organisational systems mattered on both lots, with rates carrying substantial weight, particularly for emergency cover. Social value was also assessed. Small and medium-sized firms were considered suitable for both lots, and the awards show that consortia of providers were selected for each service area.

Lot 1: This service involves aspects of Arboricultural work including work to trees that require climbing in order to carry out maintenance work. The majority of programmed and reactive tree pruning and felling work will be awarded through this Lot. Lot 2: Emergency call out service 24 hours a day, 7 days a week to attend tree related emergencies. This can include fallen trees and branches that may cause obstruction or other interference that may be due to adverse weather conditions. The contractor will make safe the tree/site and notify the Arboricultural Officer who will organise any follow up works.
