Summary of the contracting process

The Department for Energy Security and Net Zero (DESNZ) intends to buy application management services for the Radiological Response and Emergency Management System (RREMS), a UK-wide system that records and analyses radioactivity. DESNZ uses RREMS in its role as lead department for civil nuclear emergencies; the Ministry of Defence leads on defence nuclear emergencies. RREMS follows earlier systems used for these functions, including the Radioactive Incident Monitoring Network and the Nuclear Emergency Response Information Management System. The work is IT application support and management, classified under CPV 72000000. The stated delivery location is the United Kingdom. This is a planned service procurement, with one lot covering the application management services for the system.

The process is at planning: DESNZ has indicated an intention to procure and is undertaking preliminary market engagement, not inviting tenders. The buyer planned a supplier session for 17 October 2026 and asked interested suppliers to register by 12 October 2026; following the session, attendees were to receive a draft specification and questionnaire. A future procurement notice is expected on 18 January 2027. The expected contract period runs from 4 October 2027 to 3 October 2031, with a possible extension to 3 October 2034. The estimated value is £27.7 million excluding VAT (£33.24 million including VAT). No evaluation basis or eligibility conditions are set out at this planning stage.

The work is likely to suit IT service providers with the capability to manage and support a specialist application used for national radiological monitoring and emergency response. Suppliers with experience maintaining systems that collect and analyse radioactivity data, and supporting users in a safety-critical government context, may be well placed to prepare. The stated scope concerns application management rather than the supply of radiological equipment or the delivery of emergency response operations. The system supports government responsibilities for civil nuclear emergencies, so suppliers should consider whether they can provide dependable ongoing service over a substantial contract period. DESNZ is seeking market input before finalising its requirements: suppliers attending the planned engagement session were to receive a draft specification and questionnaire. This is a preparation opportunity, not a tender to bid for.
