Summary of the contracting process

Great Places Housing Group is procuring bulk construction materials for Terra Nova Construction, its in-house new-build housing arm. The requirement supports schemes of approximately 20 to 100 domestic dwellings and covers three goods categories: common, facing, engineering and other clay bricks; lightweight, high-density, load-bearing and other concrete blocks; and first- and second-fix timber packs. Timber packs include studding, joists, roof timbers, timber flooring, door sets, skirting, architraves, window boards, ironmongery and fixings. Orders will be delivered to Terra Nova construction sites, with the programme focused on Greater Manchester and deliveries also required in South Yorkshire. This is a goods procurement for suppliers of bricks, blocks, builders’ joinery, carpentry materials and associated construction products.

The procurement has reached tender: Great Places Housing Group invited offers through an open procedure, with electronic submission permitted in English. It is an open framework scheme with up to 12 suppliers, under which call-off contracts may be awarded with or without further competition. The tender submission deadline was 5 October 2026 at 12 noon; clarification enquiries closed on 25 September 2026. The intended contract period is 9 November 2026 to 8 November 2034. The total estimated value is £15,000,000, comprising £5,970,000 for bricks, £3,580,000 for concrete blocks and £3,580,000 for timber packs. Each lot is assessed on 70% price and 30% quality, and each lot is suitable for SMEs and VCSEs. The anticipated award decision date was 5 November 2026.

This opportunity suits established material manufacturers, merchants and specialist distributors able to supply reliably across multiple construction sites and manage substantial, recurring housing-project demand. Bricks and blocks suppliers need broad product ranges, dependable stock and distribution, while timber suppliers need capability across structural and finishing timber packs, joinery components, ironmongery and fixings. Lot 1 suppliers must provide an initial delivery within four weeks of a call-off and subsequent deliveries within two working days; suppliers also need capacity to meet call-off schedules and set up a credit account within one week. Bidders must demonstrate financial standing, insurance arrangements, product compliance and supply-chain resilience. The requirements also include waste and carbon reduction measures, responsible sourcing and modern-slavery controls, data-protection and cyber-security compliance, Real Living Wage commitment, and willingness to meet the specified liability and product indemnity cover.
