Summary of the contracting process

Great British Energy – Nuclear is preparing a single early-works package covering civils, infrastructure, buildings, mechanical and electrical services, and earthworks for a site supporting future Small Modular Reactor construction. The scope includes design from RIBA Stage 4 and delivery of species relocation, remediation, site clearance, site establishment, construction utilities, drainage, haul roads and other supporting infrastructure. The works will establish ground levels, safe access routes and the physical platform needed for later construction, helping to reduce interfaces and support mobilisation. The procurement is for construction works, with associated engineering, inspection, construction equipment and materials. Delivery is in the United Kingdom. The package is intended to serve as enabling infrastructure before the main construction programme and has been consolidated to reduce interface risk.

This procurement is at the planning stage: Great British Energy – Nuclear has announced its intention to procure but has not yet invited tenders. The expected procedure is a competitive flexible procedure, above the relevant threshold. A preliminary market engagement webinar for the early-works package was held on 3 September 2026, with further engagement possible before tender launch. The buyer expects the next notice around March 2027. The stated indicative contract value range is £730 million to £1.1 billion. The planned contract period is 1 June 2028 to 1 June 2034, with renewal available to a maximum extent of 1 June 2037. There is one planned package, marked as suitable for SMEs, and the buyer has merged earthworks and civils into it.

This will suit major civil engineering, enabling-works and infrastructure contractors, as well as specialist firms able to contribute through a supply chain. Relevant preparation should include capability in site clearance, remediation, ground engineering, earthworks, drainage, haul roads, construction utilities, site establishment and supporting buildings or mechanical and electrical infrastructure. The package also calls for design capability from RIBA Stage 4 through delivery, so businesses combining design coordination with construction execution may be well placed. Environmental and ecological delivery experience will be relevant because the scope includes species relocation. The scale and breadth indicate a need for substantial delivery capacity, programme management, logistics and interface control. SMEs are identified as suitable, making early consideration of consortium, joint-venture and subcontracting routes worthwhile before the tender is launched.

It includes the design (from RIBA 4 Stage) and delivery of, ground related enabling activities required to prepare the site for construction, including species relocation, remediation servies, site clearance, site establishment, construction utilities, and supporting infrastructure--such as drainage and haul roads to support bulk earthworks. Together, these early work establish correct ground levels, and create safe access rotes for subsequent phases, and will provide the foundational physical platform needed to de-risk, mobilise, and accelerate the main works programme. GBE-N had previously considered spllitting these packages into two, but has decised to consolidate into one package to minimise interface risk. *The positions and timelines presented are based on current information and assumptions. Great British Energy – Nuclear (GBE-N) will hold a Preliminary Market Engagement (PME) webinar on Thursday 3rd September 2026 between the hours of 10am – 11:45am. The purpose of this webinar is to provide the market with an insight into the contracts to be procured under GBE-N’s Owner’s Scope (OS). The OS will encompass the planning, licensing, design, and construction activities necessary to enable the Technology Partner (TP) to install and commission Small Modular Reactor (SMR) technology. Collectively, these activities constitute the OS and will comprise of the following procurement packages; - Associated Developments; - Early Works; - Engineering Services – Engineering Partner; - Main Works BOP/MEH & Civils; & - Specialist Works – Marine Offloading Facility & Tunnelling. This webinar will provide an overview of the Owner’s Scope with focus on the following package; - Early Works - Covering the intended procurement approach, scope of works/services and the indicative contracting approach.
