Summary of the contracting process

The Corporate Officer of the House of Commons intends to appoint one or more insurance brokers to manage insurance policies for Members of Parliament. The services cover six areas: employers’, product and public liability; professional indemnity, including defamation; employment practices liability; business travel; personal accident; and death in service insurance for Members’ staff. The work will support Members and their staff across the United Kingdom, including London. This is a services procurement for insurance brokerage and related agency activity. It is divided into separate areas of cover, allowing suppliers to focus on the risks and insurance markets in which they have relevant expertise. The requirement concerns brokerage and policy management rather than the direct provision of insurance underwriting.

This procurement is at the planning stage: the buyer has stated its intention to tender, and it is not currently an invitation to bid. The buyer expects to use an accelerated open procedure. Indicative dates are an enquiry deadline of 14 October 2026, tender deadline of 23 October 2026 at 12:00, award decision by 4 December 2026, and publication of the next notice on 21 September 2026. The estimated value is £3,000,000 excluding VAT, or £3,600,000 including VAT. Contracts are expected to run from 11 January 2027 to 11 January 2030, with a 1+1 renewal option extending the maximum period to 9 January 2032. Six lots are planned, with suppliers initially expected to bid for individual or multiple lots and receive no more than two. Evaluation is indicated as 60% quality, 10% social value and 30% price.

This will suit insurance brokers with established expertise in managing public-sector or complex organisational insurance portfolios, particularly suppliers able to advise across liability, professional indemnity, employment, travel, personal accident and death-in-service risks. Relevant market knowledge, policy administration, claims support and the ability to coordinate several classes of cover will be important when the requirement reaches the market. The buyer has indicated that small and medium-sized enterprises and voluntary, community and social enterprises are suitable for each planned lot. Suppliers should therefore consider whether they can compete for a focused area of cover rather than the whole requirement. The planned structure may also suit firms with specialist teams or delivery partners, although the buyer will assess quality and social value alongside price. Previous market engagement has already taken place, so interested brokers should prepare evidence of capability and social-value delivery.
