Summary of the contracting process

C2C Railway Limited sought a design-and-build contractor for the renewal of both platforms at Basildon station in south Essex, together with the two passenger lifts serving them and associated station systems. The requirement covers multi-disciplinary detailed design, construction, testing and commissioning across the station infrastructure. The procurement reached tender: C2C invited suppliers to complete a Procurement Specific Questionnaire, with up to 12 highest-ranked participants selected for the Invitation to Tender stage under a selective competitive flexible procedure. The single lot was subsequently cancelled, with no reason given. The expression-of-interest deadline was 24 August 2026 at 10:00, and enquiries closed on 17 August 2026 at 17:00. The intended contract period was 4 December 2026 to 30 April 2028, with an award decision due by 23 November 2026. The estimated value was £20,000,000 excluding VAT, or £24,000,000 including VAT. Evaluation was based on 40% price, 49.5% technical quality and 10.5% social value. Submissions were to be made electronically through C2C’s e-tendering portal in English.

This requirement suited SMEs as well as larger contractors able to deliver substantial, safety-critical railway station works. Strong candidates would need multi-disciplinary design capability covering platforms, lifts, structural interfaces, railway infrastructure and associated station systems, alongside the capacity to manage demolition, construction, testing and commissioning. The selection stage assessed capability, capacity and eligibility through the Procurement Specific Questionnaire, followed by economic and technical requirements. Technical performance was particularly important in the tender evaluation, representing almost half of the overall score, while social value also formed part of the assessment. Contract for the multi-disciplinary detailed design for renewal of the two platforms and associated infrastructure and both passenger lifts at Basildon station, in south Essex. Basildon station is located at 24miles 26chains on the FSS2 Fenchurch Street to Shoeburyness line. Basildon Station was constructed in the 1970s comprising 2No. platforms which were partially founded on an embankment constructed in the 1930s. The main station buildings are at street level, with each platform accessed via a lift or staircase. The platforms have short canopies, where the platform construction is built off a bridge deck, that spans over Station Way public highway and the booking hall, at street level. The remainder of the platforms are exposed and of suspended concrete construction. The platforms were found to be subject to serious defects and movement during routine inspection work carried out during summer 2021, whereafter it was concluded that the platforms were beyond economic repair. This resulted in the platforms being subject to temporary propping, monitoring and regular inspection, all pending demolition and renewal of the platforms. C2c are now looking to run a procurement process to enter into a JCT Design & Build contract for renewal of the 1974 sections of both platforms 1 and 2 at Basildon, along with renewal of the station lifts serving the platforms, and associated station systems.
