Summary of the contracting process

Carmarthenshire County Council, in collaboration with Pembrokeshire County Council and Ceredigion County Council, is in the planning stage of developing a regional framework for Working Age Adult Care Home Services across West Wales. The procurement process is set to engage providers for specific service lots, with key segments addressing learning disabilities, mental health, and physical disabilities. A crucial provider information event is scheduled via Microsoft Teams on 1st July 2026, from 10:00 am to 12:00 pm, presenting an opportunity for potential applicants to learn more about the procurement arrangements and participate in preliminary engagements. The official procurement phase is planned to begin on 1st November 2026, with a contract term running until 31st October 2030, and a potential extension to 31st October 2032.

This procurement opportunity opens up significant avenues for service providers, particularly SMEs and voluntary sector organisations, looking to expand or establish care service offerings in the West Wales region. Businesses with expertise in health and social work services, especially those experienced in managing care homes or supporting those with disabilities and mental health challenges, would be ideal candidates. Successful bidders will join a structured framework designed to enhance service delivery through regional consistency and outcome-focused models, ensuring robust support for working-age adults across the local authority jurisdictions. This initiative presents a substantial growth opportunity by aligning with regional service needs and securing long-term government partnerships.
