Working Age Adults Care Home Services
Notice Description
Carmarthenshire County Council, in collaboration with regional partners Pembrokeshire County Council and Ceredigion County Council, is developing a regional framework for Working Age Adult Care Home Services across the West Wales region. The proposed Framework will be structured into three service Lots, reflecting the primary client groups: Lot 1: Learning Disabilities, including Autism Lot 2: Mental Health Lot 3: Physical Disabilities Providers may apply for one or more Lots, depending on their area of expertise and service provision. The Lots are intended to support a more structured and consistent approach to commissioning across the region, ensuring that services can meet a range of needs for working age adults. The proposed Framework will be open to: - Providers with existing care home provision within the region; and/or - Providers who intend to establish a care home service within the region within the next 12 months. (This means: * Securing or being in the process of securing suitable premises. * Obtaining planning permission (where required). * Registering or preparing to register with Care Inspectorate Wales (CIW). * Recruiting staff and developing operational arrangements. * Having a clear business plan and timetable for opening.) Providers joining the Framework will be required to demonstrate a commitment to supporting citizens from across the West Wales region and prioritising regional placements. This procurement is being conducted as a Light Touch Contract under Section 9 of the Procurement Act 2023 (PA23). In accordance with Section 23(6), the Authority considers proximity between service users and providers to be important for the effective delivery of the services and therefore in order to be included on the Framework suppliers must have an existing care home provision within the region (Carmarthenshire, Ceredigion and/or Pembrokeshire); and/or intend to establish a care home service within the region within the next 12 months. The Authority may, in accordance with the flexibility afforded under the Light Touch Regime (Section 9, PA23), undertake a refresh of this Framework at one or more intervals during the Framework Term. The Authority will publish a Tender Notice for each refresh event, clearly setting out the requirements, evaluation methodology and timeline. Suppliers admitted through the refresh shall be appointed on the same substantive terms as existing Framework Suppliers. The refresh may include, but shall not be limited to, varying the number, scope, extent and description of the Lots, Services and/or Pricing (as the case may be), together with the appointment of additional (new) Suppliers onto the Framework Agreement to maintain market access and continuity of service. Lot Information
Learning Disabilities including Autism
Services for individuals with learning disabilities requiring a range of care and support depending on the nature and complexity of their individual needs.

Mental HealthSupport for individuals with a mental health condition, including ARBI with a focus on enabling people to recover and develop the capacity to maintain their recovery and to live as independently as possible.

Planning Information
A provider information event will be held via Microsoft Teams on 1st July 2026, 10:00am to 12:00pm. The purpose of this event is to present key information relating to current commissioning arrangements and future proposals. The session will provide an overview of: - Current commissioning challenges, including market capacity, placement arrangements and identified gaps in provision - The rationale for moving to a more structured, outcome‑focused commissioning model - Proposals for the development of a new regional framework, including aligned contractual arrangements and a consistent regional fee model - The procurement process and available tendering support Please note that this event is primarily an information‑sharing session. Opportunities for clarification questions will be provided; however, this is not a formal consultation stage.
