Summary of the contracting process

Shropshire Council commissioned specialist business and management consultancy services for an adult social care diagnostic review, transformation assessment and savings roadmap. The work covers analysis of the Council’s adult social care services and the production of a clear, practical and sufficiently detailed plan for transformation. The intended output is a roadmap that the Council’s internal staff can take forward without ongoing supplier dependency. The appointed consultant is not responsible for implementing the transformation plan or supporting its delivery after the review; implementation remains with the Council. The requirement is for services delivered for Shropshire Council in the Shropshire area, under a single service lot. The procurement is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement is complete and was awarded through a below-threshold open competition. Tenders closed on 3 August 2026 at 12:00, following an enquiry deadline of 21 July 2026 at 12:00. Ten bids were received, with seven reaching the final stage; all seven final-stage bidders were SMEs. IMPOWER Consulting Ltd was awarded the single lot on 11 September 2026 for £150,000 gross. The awarded contract period runs from 28 September to 21 December 2026. The tender estimated the same gross value of £150,000. Evaluation was weighted 70% quality and 30% price. The lot was marked complete, and the planned contract signature date was 25 September 2026. Renewal was permitted in the tender arrangements.

This procurement identifies a buyer seeking specialist adult social care consultancy that can diagnose service performance, identify transformation and savings opportunities, and turn findings into an actionable roadmap. A credible competitor for a future requirement of this kind would need demonstrable expertise in adult social care, service review, transformation planning and public-sector savings analysis. It would also need to produce practical recommendations that a council’s own staff can implement, rather than relying on a long-term implementation role or continued supplier support. The strong quality weighting indicates that the approach, evidence, methodology and usefulness of the proposed roadmap matter more than price alone. The participation and outcome also show that SME consultancies can compete successfully for this type of council advisory work.
