Summary of the contracting process

Milton Keynes City Council intends to procure one integrated recycling infrastructure service covering the council’s Waste Transfer Station, Household Waste Recycling Centres and organics treatment for food and garden waste. The appointed contractor would operate all elements under a single contract, supporting higher recycling and reuse rates while maintaining clean, safe and hygienic facilities. The service is intended to support the health and wellbeing of users of the council’s corporate landlord portfolio and to reflect sustainability commitments and statutory health and safety standards. The work falls within waste management, recycling, waste transfer and waste treatment services, with associated recycling-station and waste-treatment infrastructure. Delivery is in Milton Keynes, England.

This procurement is at the planning stage: the council has announced its intention to procure but has not invited tenders. It expects to use a competitive procurement for one lot and intends the contract to start on 1 April 2028, initially running for eight years to 31 March 2036, with renewal or extension provisions allowing a maximum end date of 31 March 2041. The estimated value is £100 million excluding VAT and £120 million including VAT. The council plans a preliminary market engagement event by Microsoft Teams on 22 September 2026, with further details to follow. Suppliers interested in attending were asked to express interest by 16 September 2026; one-to-one sessions may follow the event. The planned procurement notice has been amended to update the contract dates.

The planned service is likely to suit established waste management, recycling and resource recovery operators able to manage a broad, integrated infrastructure contract through a single operating model. Relevant capability includes running waste transfer stations and household recycling centres, managing waste-tip operations, and arranging or delivering treatment for food and garden waste. Suppliers should be prepared to demonstrate reliable operational capacity across multiple facilities, strong health and safety controls, and the ability to maintain clean, safe and hygienic public-facing environments. Experience of improving recycling and reuse performance, embedding sustainability measures and meeting statutory requirements will be important to the council’s stated aims. Businesses that can provide the full service directly, or coordinate the required treatment and infrastructure expertise, should use the market engagement to help shape the future requirements.
