Summary of the contracting process

Milton Keynes City Council is exploring a cloud-based regulatory and operational case management platform to replace its legacy system. The planned service would support Environmental Health, Environmental Crime, Trading Standards, Licensing, Private Sector Housing, Emergency Planning and related operational and regulatory functions. The council favours one corporate platform, but may consider integrated modular products from a single supplier. Expected capabilities include case, inspection, investigation, licensing and enforcement management; document and evidence handling; workflows and tasks; mobile working; reporting; information governance; officer safety alerts; system integration; and migration of existing data. The service is for council operations in Milton Keynes, with work spanning multiple service areas and field-based activity. This is a software and related consultancy services requirement (CPV 72200000).

This is at planning and market engagement stage: the council has not invited tenders or committed to a procurement. It intends to hold a supplier session on Microsoft Teams on 21 October 2026, from 10am to 11am, to present objectives and high-level requirements, understand supplier capabilities and implementation approaches, and gather feedback on procurement routes and contract structures. The stated date for registering interest in the engagement is 16 October 2026. The council expects a future procurement notice on 1 April 2027. The planned contract is expected to run from 1 November 2027 to 31 October 2032, with a possible extension to 31 October 2034. The estimated value is £1 million excluding VAT (£1.2 million including VAT). One lot is planned.

The council says the planned lot is suitable for small and medium-sized suppliers. It is likely to suit software providers with a configurable cloud SaaS platform that can serve several regulatory teams through shared data and integrated workflows. Relevant strengths include case and inspection management, investigations, licensing, enforcement, evidence and records management, mobile and field operations, reporting, retention controls and data migration. Suppliers should be prepared to demonstrate integration with GIS, LLPG and other corporate systems, and ways to support cross-service working and shared premises and entity records. The council is also seeking market views on flexible configuration without supplier dependency, future automation and artificial intelligence, implementation approaches and contract structures. The engagement is for market research and supplier feedback; suppliers can use it to understand the council’s emerging requirements ahead of any separately advertised procurement. No specific accreditation or qualification is stated.
