Summary of the contracting process

The University of Winchester appointed a supplier for window cleaning and associated services across its estate. The work covers internal and external window cleaning for University buildings, steam cleaning of emergency exits, gutter and gully cleaning, and cleaning road signs and bicycle shelters. It also includes ad hoc pressure washing, steam cleaning and abseil cleaning, plus cleaning designated areas for Open Days and Experience Winchester events. This is a building and window cleaning services contract (CPV 90911000), delivered across the University estate. The requirement is classified as a services procurement and is relevant to commercial cleaning providers with the equipment, workforce and operational controls to deliver routine and specialist cleaning activities.

The procurement is complete and was awarded to Churchill Contract Services Limited on 18 August 2026. The awarded value is £375,000 gross for the single lot. The contract period is 2 September 2026 to 1 September 2029, with renewal available for satisfactory completion of the services and a maximum extension date of 1 September 2031. It was run as an above-threshold open procedure. Bids had to be submitted by 22 June 2026 at 12:00, with the award period ending on 31 July 2026. Evaluation weighted price at 40%, experience and innovation at 20%, contract management at 20%, and training, risk, health and safety and environmental performance at 20%. Eleven bids were received, including ten from SMEs.

This procurement indicates recurring demand from the University of Winchester for a broad cleaning package combining planned window, gutter and gully work with emergency-exit, pressure-washing, steam-cleaning and abseil capability. A credible future competitor would need relevant experience in universities or other higher and further education settings, and the capacity to manage work across an estate rather than isolated premises. The evaluation also shows the importance of a controlled service operation: clear cleaning specifications, service levels and performance indicators, regular management meetings, staff induction, ongoing training, risk assessments and robust health and safety procedures. Providers should also be able to address university environmental policies and demonstrate practical environmental initiatives. The requirement was suitable for SMEs.
