Summary of the contracting process

The procurement process involves the UK Health Security Agency (UKHSA) under the direction of the Secretary of State for Health and Social Care, looking to appoint a Design Assurance Partner (DAP) for the Health Security Campus – Pillar 2C. This opportunity falls under the services category, specifically construction management services, with the procurement method being selective and executed via an award under the CCS DPS Construction Professional Services RM6242 framework as part of a PCR15 procedure. The procurement is still in the planning stage with a notable planned contract period from 1st March 2027 to 28th February 2033 in London, United Kingdom. Key details include a future notice date scheduled for 1st October 2026.

This tender presents substantial business growth opportunities for companies specializing in construction management services with expertise in design assurance and technical oversight. Organisations with capabilities in managing complex scientific estates, including high-containment laboratories, would be particularly well-suited to compete. The ability to provide independent assessments of design deliverables, ensure compliance with regulatory and safety standards, and exhibit proficiency in technical reviews and statutory compliance will be critical. Businesses with a strong background in digital design assurance and those experienced in collaborating within framework agreements will find this project aligns well with their skill set.

Notice Description

Update: Since publication it has been decided that the most advantageous route to market will be to procure this requirement via the CCS DPS Construction Professional Services RM6242. As a result this requirement will be going via a PCR15 procedure. The Design Assurance Partner (DAP) will provide independent design assurance and technical oversight for the remobilised UKHSA Health Security Campus programme. The programme is being delivered through the Pillar 2 Construction Professional Services framework, which includes seven work packages (2A-2G). This requirement relates to Work Package 2C, which covers design assurance, technical due?diligence, and compliance oversight across all design activities. As part of Work Package 2C, the DAP will review and assure design deliverables produced by the Tier 1 Contractor, specialist designers, and technical suppliers. This includes assessing whether designs meet programme requirements, regulatory standards, user needs, and technical specifications for a complex scientific estate, including high?containment laboratories and supporting infrastructure. The DAP will also lead assurance on design quality, safety, buildability, maintainability, and integration with other work packages. They will identify design risks, highlight gaps or non?compliance, support design gateways, and ensure all design documents and models meet the required standards before progressing to the next stage of delivery. Their role includes supporting BIM and digital design assurance, technical reviews, statutory compliance checks, and monitoring alignment with the Building Safety Act, CDM Regulations, and UKHSA technical requirements. Overall, the Design Assurance Partner will help UKHSA maintain strong technical oversight, protect design integrity, and ensure that all design work for the Health Security Campus meets the required safety, regulatory, and operational standards throughout remobilisation and full programme delivery.
