Summary of the contracting process

London Borough of Brent intends to procure homecare services for adult social care and for children and young people with disabilities. The service is classified as social work without accommodation (CPV 85312000) and will be delivered across Brent’s five integrated neighbourhood areas: Harlesden, Kilburn, Kingsbury and Kenton, Wembley, and Willesden. The planned arrangement is intended to provide care and support to people receiving services from Adult Social Care and Children and Young People’s Services. It will include a new lead-provider arrangement covering the neighbourhoods, alongside a provider framework. A separate specialist-provider arrangement is planned for services to customers supported by Children and Young People’s Services. The contracting approach is designed to accommodate both established care organisations and smaller voluntary, community or social enterprise providers.

This procurement is at the planning stage: the Council has announced its intention to procure but has not invited tenders. It expects to use a competitive flexible procedure under the light-touch regime, with a framework agreement. The estimated value is £90 million excluding VAT, or £108 million including VAT. The contracts are expected to run from 1 November 2027 to 31 October 2030, with possible renewal or extension to 31 October 2035. The lead-provider arrangement and provider framework will be procured as separate lots within one tender. The Council envisages four or five lead providers in each neighbourhood and up to 10 additional framework providers, subject to confirmation. The specialist children and young people’s lot is expected to have no limit on provider numbers. An online market engagement event is planned for 30 September 2026, and a further notice is expected on 23 October 2026.

This will suit organisations already delivering homecare, adult social care, or specialist support for children and young people with disabilities. Suppliers should consider whether they can operate reliably across one or more of Brent’s five neighbourhood areas and whether they can take on lead-provider responsibilities, join a supporting framework, or provide specialist children’s services. The planned structure creates routes for different provider models: lead providers will coordinate services at neighbourhood level, while additional providers can support delivery through a framework. The Council has indicated that the procurement is suitable for small and medium-sized enterprises and for voluntary, community and social enterprise organisations. Providers should use the market engagement stage to explain their service capability, local coverage, capacity, and experience of supporting these customer groups.

This would be supported by a framework of up to 10 additional providers. The two contracts will be procured at the same time, as separate lots, within one tender. A separate lot will be procured within the tender for specialists who can provide services to customers supported by Children and Young People's Services. This lot will have no limit to the number of providers accepted to join this framework.
