Summary of the contracting process

Nottingham City Council is procuring a framework for operated construction and civil engineering plant, including plant attachments and suitably competent operators. The equipment and operators will support statutory, planned, reactive, emergency and seasonal highway maintenance. Work will take place across Nottingham City Council’s boundaries, with scope potentially extending to any future expanded highway area resulting from local government reorganisation. The supplier must provide the required plant, attachments and operators in line with the framework agreement, pricing schedule, council instructions and site-specific requirements. This is a works opportunity for contractors able to supply operated highway-maintenance plant and deploy competent operators to varied maintenance requirements in Nottingham and any covered expanded highway area.

The procurement has reached tender: Nottingham City Council invited offers through an open procedure. It is a single-lot, closed framework expected to run from 16 November 2026 to 15 November 2030, at the authority’s discretion, with up to three contractors appointed. The estimated framework value is up to £1,600,000 excluding VAT (£1,920,000 including VAT). Enquiries had to be submitted by 1 October 2026 at 12:00, and offers by 6 October 2026 at 12:00. The expected award decision date is 5 November 2026. Bids may be submitted electronically in English. The framework’s call-offs will be made by direct award without reopening competition, using basket pricing: the best-priced suitable contractor is approached first, followed by others if necessary. Evaluation is 70% price, 20% quality and 10% social value.

This opportunity suits small and medium-sized enterprises and voluntary, community or social enterprises with access to construction and civil engineering plant for highway maintenance. Suppliers need to provide operated plant, suitable attachments and competent operators, and must be able to respond to statutory, planned, reactive, emergency and seasonal requirements. The requirement is likely to suit contractors with a broad, deployable equipment fleet, operators capable of working to site-specific instructions, and the capacity to support work across Nottingham and any future expanded highway area covered by the council. Commercial performance will depend heavily on competitive pricing, while bids must also demonstrate quality and deliver measurable social value. Framework participants should be able to accept direct-award call-offs and confirm or decline individual requirements promptly.
