Summary of the contracting process

The procurement process, orchestrated by The Association of North East Councils Limited, is currently in the planning stage for a framework agreement titled "NEPO234 - Asbestos Management." This initiative focusses on services within the asbestos management industry, covering surveying and removal works in both domestic and non-domestic public sector settings across the United Kingdom. The contracting process utilises an open procedure, slated to start its engagement phase with a supplier engagement event scheduled for 9th July 2026, and soft market testing responses due by 24th July 2026. The framework is primarily designed to support small and medium-sized enterprises (SMEs) on regional lots, comprising approximately 20% of the total £150 million framework value, with the national lots accounting for the majority.

This tender represents significant growth opportunities for businesses involved in asbestos management and removal services, particularly for SMEs in regions such as Northumberland, Tyne & Wear, Durham, and Tees Valley. The framework's multi-lot structure allows companies to participate in specific areas of expertise, capitalising on the demand across various public-sector establishments. The split between regional and national lots, along with its multi-supplier nature, offers diverse entry points for companies to engage with public sector clients and expand their market presence within the UK. This initiative underlines NEPO's commitment to fostering regional economic growth and supporting SMEs by providing structured and strategic procurement opportunities.
