Summary of the contracting process

The Association of North East Councils Limited (NEPO) is seeking suppliers for a multi-supplier framework covering asbestos surveying, analytical services and asbestos removal works. It covers domestic and non-domestic properties in public-sector settings. Twelve lots divide the requirement between surveying and removal, domestic and non-domestic properties, and geographic areas: Northumberland and Tyne & Wear, Durham and Tees Valley, and national coverage across the UK excluding North East England. National surveying lots also cover Guernsey, Jersey and the Isle of Man. The framework can be used by NEPO member authorities, associate members and contracting authorities throughout the UK. This is primarily a building surveying and asbestos-removal opportunity, with CPV classifications including 71315300 and 45262660.

The buyer invited offers through an open procedure for a framework agreement with awards made both with and without reopening competition. The tender deadline is 12:00 noon on 25 September 2026, and clarification requests must be submitted by 12:00 noon on 15 September 2026. The framework is planned to run from 25 January 2027 to 24 January 2031. Its estimated value is £125,000,000 excluding VAT, or £150,000,000 including VAT. Suppliers may bid for all 12 lots, with no cap on the number of suppliers appointed to each lot. Evaluation is 60% quality and 40% price. A successful supplier must pay a fee equal to 1% of its award value. Offers must be submitted electronically in English through the Open system.

This opportunity suits asbestos surveying and analytical specialists, licensed asbestos-removal contractors, and businesses able to provide either service or works across domestic, non-domestic or national property portfolios. Each lot is marked as suitable for small and medium-sized enterprises, and suppliers can pursue regional or wider coverage according to their operational capacity. For the North East lots, bidders must provide an emergency response within one hour of notification, 24 hours a day, seven days a week. That requirement favours suppliers with established local teams, continuous call-out arrangements and the resources to mobilise quickly. National lots do not carry the emergency-response condition, making them more suitable for organisations with broad geographic reach and scalable delivery arrangements.

Planning Information

As part of the market engagement process, NEPO will issue a Soft Market Testing (SMT) questionnaire to gather initial feedback from the supplier market. The questionnaire is expected to be published on the Open e-Tendering platform on 3rd July 2026, with responses requested by 24th July 2026. Interested suppliers will be able to access the questionnaire via https://www.open-uk.org. In addition, NEPO will host a supplier engagement event via Microsoft Teams. This session will provide an overview of the proposed requirement and give interested suppliers the opportunity to ask questions, share feedback and contribute insights to help shape the procurement approach. The presentation will be delivered on 9th July 2026.
