Notice Description

High Speed Two (HS2) Limited ('HS2 Ltd') is responsible for developing and promoting the new high speed railway known as High Speed Two ('HS2') (also referred to as 'the Project'). HS2 will run between London and Birmingham. Plant Material is required by HS2 Ltd to create new woodland, screen planting, hedgerows, landscape planting, ecological habitats and feature planting as the Project develops. This procurement for the supply of plant material is part of a wider set of HS2 procurements intended to deliver the Project. The scope of the Plant Material Contract is to establish a supply agreement by which HS2 Ltd can instruct the collecting of seed, the growing and supply of plant material to meet the Project's planting requirements. It is envisaged that the Plant Material Contractor will provide HS2 Ltd with plants and trees grown to contract from seed of specified provenance for the project planting areas. The plant material grown will be supplied via free-issue by HS2 Ltd to HS2 Ltd's Main Works Civils Contractors (MWCC) and/or other HS2 Contracts.

HS2 is conducting the preliminary market engagement for Plant material procurement by undertaking a survey in the form of a questionnaire supported by an engagement briefing pack. The objective of this preliminary market engagement is to understand market interest in a contract to deliver Plant Material to the HS2 Project and to help inform the tender specification. In particular, • To raise awareness of HS2 Ltd’s plans. • To assess interest and seek views on the opportunity including potential bid structures (e.g. consortium) and the specialist capabilities being sought. • To consult on preferred commercial and delivery structures. • To explore risk appetite and related considerations. • To seek views on the proposed procurement timeline. The survey will be available to interested parties from 27th May 2026 and the deadline for completed entries is 13:00 on Friday 12th June 2026. Organisations wishing to participate should note that engaging in this preliminary market engagement exercise, including completing and returning questionnaire response, is not a prerequisite to participating in any subsequent competitive process. HS2 Ltd will review responses to this engagement process and may conduct further iterative engagement processes, as it may require. In any subsequent procurement HS2 Ltd will make all relevant market engagement documents available to potential suppliers. Participation in this market engagement exercise will be wholly at each responding organisation's own cost. No expenses or costs incurred by any organisation responding to this notice and/or participating in this engagement process will be reimbursed by the HS2 Ltd. This market engagement exercise and any associated documents or communications should not be regarded as an investment recommendation or defined opportunity. No information contained in the documents or in any communication made between HS2 and any organisation in connection with any aspect of this market engagement exercise shall be relied upon as constituting a contract, agreement or representation that any contract shall be awarded.
