Summary of the contracting process

Warwickshire County Council is planning a service contract to manage garden waste produced at eight of its household waste recycling centres. The work covers providing containers, collecting and transporting the waste, and arranging composting. The council operates eight of its nine centres; Judkins is excluded. The centres are across Warwickshire and collectively receive more than 1.5 million visits a year. The council already has access to composting outlets through other contracts, so it is also interested in suppliers able to provide container provision and collection and haulage without operating a composting site. This is a market-testing exercise to help shape the eventual procurement strategy, specification and contract design, rather than an invitation to tender.

The procurement is at planning stage: Warwickshire County Council is consulting suppliers before deciding the procurement strategy and contract design. It expects to publish a further notice around September 2026. The council invites interested suppliers to complete a market-testing questionnaire by 26 October 2026, using its Sell2 Warwickshire portal; queries are to be submitted through the portal’s correspondence function. The planned contract covers one lot, with a term expected to run from 1 May 2027 to 30 April 2035. The existing contract expires on 30 April 2027. The estimated value and the final procedure and evaluation approach have not yet been stated.

This planned work may suit operators experienced in managing green waste from busy civic recycling sites, including container suppliers and providers of waste collection and haulage. Suppliers able to arrange or deliver composting are relevant, but owning or operating a composting facility is not essential because the council already has access to composting outlets. Suppliers should be prepared to explain how they would handle container provision, collection logistics and the composting route, and how their service would support reliable operations across multiple sites. The council highlights that site use is typically busiest at weekends, bank holidays, holiday periods including Easter, and during summer. Businesses with capacity to manage these seasonal peaks and service a county-wide network are well placed to inform the planned specification through market engagement.

Notice Description

Warwickshire County Council (the Council) is undertaking market engagement with Suppliers to gain a better understanding of the market available for the management of garden waste arising from Warwickshire Household Waste Recycling Centres (HWRCs). Information gathered from this market testing exercise will inform the procurement strategy and contract design including the specification, ensuring the Council achieves its objectives and best value for money. The Council has nine HWRC's located across the County, receiving in excess of 1.5 million visits every year. Site usage is typically highest at weekends, bank holiday's, throughout holiday periods, including Easter, and during summer months. Eight of the HWRC's are operated by the Council and there is currently one contract in place for the management of garden waste from these HWRC's. Judkins HWRC is not currently in scope. The current contract includes the following services: * Container provision * Collection and haulage * Composting This contract expires on the 30th April 2027. The Council does have access to composting outlets for garden waste under existing contracts and would be interested to hear from Suppliers who do not operate a composting site but could provide the other service elements listed.
