Summary of the contracting process

Conwy County Borough Council, in partnership with Public Health Wales, is procuring a county-wide social prescribing service for residents of Conwy. The provider will deliver person-centred support connecting people with community activities, groups, services and opportunities that improve health and wellbeing. The service is intended to support prevention and early intervention, reduce social isolation and inequalities, strengthen community resilience, and address wider social determinants of health. Delivery will take place across Conwy, including rural and deprived communities. Priority groups include older people, people experiencing loneliness or isolation, those with long-term conditions, unpaid carers, people with mild to moderate mental health difficulties, and residents facing health inequalities. This is a health and social work service.

The procurement has reached tender: the council invited offers through a below-threshold open competition. It is a single-lot service procurement, with electronic submission allowed. Questions could be submitted until 21 August 2026 at 5pm, and offers were due by 28 August 2026 at 5pm. The initial contract period is three years from 1 October 2026, with an option to extend by up to a further two years, potentially to 30 September 2031. The estimated value is £500,256 gross for the procurement. The contract is evaluated entirely on quality, weighted at 100%. The service is subject to the light-touch regime and is below the applicable threshold.

This opportunity suits an experienced and innovative social prescribing provider able to operate across an entire county and deliver high-quality, person-centred support at scale. Relevant capability includes connecting residents to community-based activities and services, working with voluntary and community networks, and demonstrating prevention, early-intervention and measurable wellbeing outcomes. Providers must be able to work in line with the Welsh Government National Framework for Social Prescribing and Wales’s Core Standards and Values. Strong practice in addressing inequalities, providing Welsh-language support, trauma-informed approaches and safeguarding is important. Experience supporting older people, isolated residents, people with long-term conditions, unpaid carers and mild to moderate mental health needs will be relevant. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable participants.
