Summary of the contracting process

Burnley Borough Council procured structural concrete defect repair works at Charter Walk Shopping Centre, Burnley. The work covers removing existing spalled and defective concrete from structural soffits and carrying out associated repairs in accordance with the specification and written instructions. The contractor is also responsible for securely and safely segregating the works from public areas and occupied units, followed by post-repair cleaning. This is a construction and concrete-repair requirement, classified under CPV 45262330, with related building construction and concrete work classifications. Black Cat Building Consultancy Limited undertook the traditional procurement process, assessed tenders and made recommendations. Delivery is at Charter Walk Shopping Centre, Burnley, BB11 1PY. The requirement was a single lot and was identified as suitable for small and medium-sized enterprises.

The procurement is complete and was run as a below-threshold open competition. Five bids reached the final stage, all from SMEs. The original estimated value was £350,000 net (£420,000 gross). The contract was awarded to Quadriga Contracts Limited on 29 July 2026 for £376,937.70 net (£452,325.24 gross). The awarded contract period runs from 31 August 2026 to 19 February 2027, with a maximum extent to 31 March 2027. The planned tender contract period had been 10 August 2026 to 15 January 2027, extendable to 28 February 2027. Evaluation weighted contract price at 70% and quality at 30%. The contract includes renewal subject to on-site constraints caused by stakeholders or adverse weather. A contract signature milestone was scheduled for 31 August 2026.

This award demonstrates demand from Burnley Borough Council for specialist remedial concrete work in an occupied public-facing shopping centre. A credible future competitor would need the resources and capacity to undertake structural soffit repairs, remove defective or spalled concrete, and complete associated reinstatement and cleaning safely. Experience working for local authority clients was an explicit requirement, so businesses should be able to evidence comparable public-sector projects, reliable project management and compliance with detailed specifications and written instructions. The delivery environment also favours contractors able to plan secure segregation from members of the public and occupied units while maintaining safe access around active premises. The five final-stage bids, all from SMEs, indicate that the requirement can be competed for by an established specialist or suitably capable building contractor of SME scale.
