Well Life Clinic ADHD Assessments for Adults<br/>This project relates to the procurement of adult ADHD assessment services to be delivered by Well Life Clinic. Well Life Clinic ADHD Assessments for Adults
This project relates to the procurement of adult ADHD assessment services to be delivered by Well Life Clinic. The service is required to support increasing demand for ADHD assessments within the adult population and to reduce waiting times, ensuring timely access to clinically appropriate diagnosis and onward care planning.
The provider will be responsible for delivering comprehensive ADHD assessments in line with NICE guidance, including clinical evaluation, diagnosis, and recommendations for ongoing management where appropriate. The service will form part of the wider neurodevelopmental pathway and contribute to improved patient outcomes, earlier intervention, and reduced pressure on existing NHS services.

Application of Key Selection Criteria - Direct Award A (PSR 2023, Regulation 23)
This procurement is being undertaken using Direct Award A under Regulation 23 of the Provider Selection Regime (PSR) 2023. As such, the key selection criteria are not formally applied in this case.
Direct Award A is not a comparative or competitive process. Instead, it is based on a threshold test, whereby the Authority must be satisfied that:
* There is only one provider capable of delivering the required services, and
* No reasonable alternative or substitute exists.
The Authority has assessed the provision of ADHD assessment and treatment services and is satisfied that Well Life Clinic is the only provider currently able to deliver the required end-to-end service to the necessary standard, scale, and within the required timeframe.
This position is supported by the following:
* Demonstrated capability through pilot delivery: Well Life Clinic successfully delivered a pilot commissioned by the Authority, which achieved its intended objectives, including improved access, reduced waiting times, and high-quality clinical outcomes. The Authority was satisfied with the provider's performance, confirming its capability and service model.
* Absence of viable alternatives: Market assessment has not identified any alternative providers able to deliver a comparable ADHD pathway (assessment through to treatment and stabilisation) with sufficient capacity and within required mobilisation timelines.
* Continuity of care and clinical risk: The service is already supporting patients within active assessment and treatment pathways. Introducing a new provider would present material risks to patient safety, continuity of care, and treatment outcomes, particularly for individuals undergoing diagnosis or medication titration.
* Established integration and pathways: Well Life Clinic is embedded within existing referral routes and clinical pathways, including primary care interfaces, which would be complex and time-consuming to replicate elsewhere.
Given the above, the Authority has determined that the conditions for Direct Award A are met, and therefore a formal evaluation against key selection criteria (e.g. quality, value, integration, inequalities) is not required.
However, the Authority has taken assurance--through pilot evaluation, service performance, and market insight--that the proposed arrangement continues to deliver:
* High-quality, safe, and effective care
* Value for money
* Improved access and patient outcomes
This ensures that, while the criteria are not formally applied, the underlying principles of the PSR are still upheld in the decision-making process.
