The Vale of Glamorgan Council intends to procure extra-care domiciliary care services in Penarth. The requirement combines high-quality, accessible accommodation with on-site care and support for people aged 50 and over who live in, or have a local connection to, the Vale of Glamorgan. The estimated value is £6.3 million excluding VAT, or £7.56 million including VAT. The Council expects the next notice to be published by 14 October 2026. It has arranged market engagement events by Microsoft Teams for 11 September 2026, from 14:00 to 15:30, and 23 September 2026, from 11:30 to 13:00. Businesses could express interest in attending by 8 or 18 September respectively.

This will suit providers able to deliver coordinated extra-care domiciliary care, on-site support and accessible accommodation for older adults, with the operational capacity to serve residents over a multi-year contract. The Council has indicated that the requirement is suitable for small and medium-sized enterprises and for voluntary, community and social enterprises, so participation is not limited to large national care groups. Organisations with established care teams, experience supporting people aged 50 and over, and the ability to manage an extra-care environment should use the planned engagement to understand the service model and prepare. Housing, care and social-support providers may be well placed where they can combine these functions or work through suitable delivery partnerships. The engagement events offer an early opportunity to hear the Council’s requirements before the tender reaches the market.

Please ensure that you add EOI for Event 1 or Event 2 in the subject tab of your email. Deadlines for the expression of interest to attend are: Event 1 - 8th September 2026 and Event 2 - 18th September 2026. Invitations to attend each meeting will be issued after the deadline for the specific event has closed.
