Summary of the contracting process

The procurement process for supporting the Mayoral Development Corporation (MDC) - Phase 3 was led by the West Midlands Combined Authority (WMCA). This award phase focuses on establishing the MDC and advancing the Mayoral Development Zone (MDZ) in East Birmingham. The contract, awarded to Deloitte LLP, falls under the 'Business and management consultancy and related services' category and is set to span from 1st April 2026 to 31st October 2026, with a possible extension of three months. The procurement method used was a limited tender, without prior publication, accessed via the Crown Commercial Services (CCS) Management Consultancy Framework Four - Lot 2. The contract is valued at £485,000, highlighting the strategic investment to maximise public sector benefits in the WM Metro region.

This tender presents significant opportunities for businesses specialising in consultancy services, particularly those with expertise in urban regeneration, strategic planning, and governance structures. The collaboration with a regional authority such as WMCA to support a high-profile regeneration programme offers avenues for future contract engagements and establishing a presence in public sector consultancy services. Companies with experience in complex, multi-stakeholder initiatives, and a track record of delivering robust business cases, like Deloitte LLP, are well-suited to compete in such procurement processes. With an emphasis on creating a solid foundation for the MDC, businesses can also explore partnership opportunities in subsequent phases of the project, capitalising on the groundwork laid in this critical phase.

Notice Title

Mayoral Development corporation support- Phase 3

Notice Description

The West Midlands Combined Authority (WMCA) UKCG SR25 submission established that a Mayoral Delivery Vehicle was required to oversee the regeneration programme and maximise benefits of the significant public sector investment into the WM Metro in UKCG. Phase 1 was focussed on developing the rationale for a Mayoral Delivery Vehicle included in the SR25 submission into a clear and agreed set of objectives and case for why a vehicle is required. Phase 2 saw the implementation plan to enable the Mayoral Development Zone (MDZ) to be established, and to prepare the Strategic Outline Business Case (SOC) to establish a Mayoral Development Corporation (MDC) for East Birmingham. This further stage will secure the establishment of the MDC and advance progress on the MDZ. It will put in place the key structures, governance cycles, working groups and practices for the MDC in its 'transition phase' as well as developing the Full Business Case (FBC) on the basis of the agreed SOC, leading to early-stage business planning.
