Summary of the contracting process

The Association of North East Councils Limited is planning a procurement process for the reprocurement of the NEPO303 Meter Operator Services Framework. This procurement aims to ensure the continuity of services related to half-hourly electricity meters, supporting accurate billing, statutory compliance, and effective energy management. The framework will be applicable across the UK, focusing on public utility services within the meters industry category. The process is currently in the planning stage, with key dates including a market consultation submission deadline on 12 June 2026, and an expected notice for tender competition on 17 September 2026. The planning phase includes prior market engagement activities, allowing potential suppliers to participate in virtual consultation meetings.

This tender presents significant opportunities for businesses involved in the public utility sector, particularly those specialising in meter operation and management services. As it is a framework agreement, it offers the potential for sustained business growth and long-term partnerships, catering to the energy management needs of both Member and Associate Authorities across sub-central government bodies in the UK. Companies with expertise in managing and operating electricity meters, and those focused on enhancing energy efficiency and compliance, would find themselves well-suited to compete in this procurement process. The engagement phase provides a platform for businesses to understand market requirements better and prepare for the forthcoming tender, facilitating informed and competitive bids when the procurement process formally opens.
