Hackney Council considers that the following known risks may jeopardise the satisfactory performance of the contract, but due to the nature of the risks, are unable to be addressed in the contract as awarded: - Delays in the car pound setup causing a late operational start, and/or the necessity to modify the physical works, design, or operational scope for Lot 1 to comply with specific conditions or variations imposed by the statutory planning authority, specifically regarding the repurposing of the Bentley Road Car Park (BRCP) into a secure, compliant, and fully operational car pound - The requirement to enact an exit strategy and relocate the car pound operations to an alternative site within the borough (or integrate it into an underground facility) if the CR2 project proceeds or if the site is repurposed for housing and community facilities.",
