The Environment Agency is procuring services to operate a 50-tonne Wise boat hoist near Caversham Lakes, Reading, for Kennet and Thames Marina. The service covers lifting boats five days a week, from 9am to 5pm, together with pressure washing. The appointed provider will also manage bookings and payments for lifts, contractor risk assessments and insurance for site access, and boat choking on hardstanding. The requirement includes servicing, maintenance and repair of the hoist. This is a specialist marine equipment operation and maintenance service, with related hoist, fleet management and crane repair activities. Work will be delivered in the Reading area, under a requirement managed by the Department for Environment, Food and Rural Affairs on behalf of the Environment Agency.

The procurement has reached tender: the Environment Agency has invited offers through an open competitive flexible procedure. The contract is expected to run from 1 January 2027 to 31 December 2029, with a possible two-year extension to 31 December 2031. Evaluation is weighted 50% technical quality, 10% social value and sustainability, and 40% commercial price. The procedure may include an optional Best and Final Offer stage.

Bidders should be able to provide reliable scheduled lifting, pressure washing and customer booking and payment arrangements, while controlling access, contractor risk assessments and insurance requirements. Strong mechanical engineering capability is important because the provider must service, maintain and repair the Wise hoist and address crane-related faults. The work also favours suppliers with marine-sector operating experience, practical knowledge of boat support and choking arrangements, and the capacity to provide consistent weekday cover. Competitors should be able to evidence technically robust delivery, safe working practices, responsive maintenance and clear commercial management. Social value and sustainability performance will form part of the quality assessment, alongside the technical offer.

The Authority is issuing this Request for Information (RFI) to engage with the market and gather information regarding the provision of services to operate our 50 tonne Wise boat hoist in the vicinity of Caversham Lakes, Reading. Under a covenant the service is to provide a 5 day a week 9am-5pm lifting service for Kennet and Thames Marina including a pressure washing service. Additionally, we require a provider to offer a booking / payment service for lifts, management of contractor risk assessment and insurance coming onto site and experience in choking boats on hardstanding. The pricing schedule is currently set at an average of the local marinas as per the covenant agreement. This would be for the Authority to gain more of an understanding of the market. If this is to take place, an invitation will be sent to suppliers following the preliminary market engagement event.
