Summary of the contracting process

The London Borough of Hounslow sought an adult home care service for residents aged 18 and over who have non-complex care needs and are ordinarily resident in Hounslow. The service is jointly commissioned with West and North London Integrated Care Board. The award decision was due by 25 September 2026. The procurement was cancelled on 6 August 2026 before award, so no contract will be made. Hounslow cited concerns that the award criteria and scoring methodology would not adequately assess providers or distinguish between tenders, and said it would develop a revised approach before returning to the market.

This opportunity suited home care providers experienced in delivering community-based support to adults aged 18 and over with non-complex needs. Relevant organisations would need to show that they can promote independence, healthier living, choice and control, while working with people’s existing social support and community networks. The service would also suit providers able to respond to rising and more complex demand associated with long-term conditions and dementia, and to work effectively with a highly diverse local population. The procurement explicitly identified the requirement as suitable for small and medium-sized enterprises. Providers would also need the operational capacity to deliver a substantial, jointly commissioned adult social care service across Hounslow and to demonstrate quality strongly enough for evaluation to distinguish their approach. The exercise was abandoned after the authority questioned whether its evaluation method could provide sufficient assurance against the service requirements; a revised tender is intended.

The home care service is being jointly commissioned by the Authority and West and North London ICB. The core purpose of the home care service is to enable people to live more independent and healthier lives by giving them greater choice and control over their care and support options, maximising their social support systems and strengthening support in the community.
