Summary of the contracting process

The public procurement process involves the Ministry of Justice, a central government body in the UK, commissioning Community Chaplain mentors in South Wales. This contract, titled "UK7 - Contract Details Notice - Wales - Community Chaplaincy," falls under the services category specifically focusing on probation services. The procurement stage has been completed, with the contract signed on 28th May 2026, and is set to run from 1st June 2026 to 31st March 2027. The process was conducted through a direct procurement method below the threshold, without competition, attributed to the provisions for light-touch regimes. Herefordshire Vennture, acting as the supplier, will provide chaplaincy services across two Approved Premises (APs) in South Wales, aiming to assist residents in rebuilding meaningful life connections.

This tender creates opportunities significantly for large, socially-focused enterprises specialising in community-based probation and mentoring services. Ideal candidates would be those with expertise in offering relational support services to vulnerable groups, including facilities to rebuild personal and community ties for individuals involved with the justice system. By delving into the direct engagement method, businesses entrenched in community service provision can leverage their existing frameworks to enhance support delivery, thereby expanding their footprint in collaboration with the government on future projects beyond South Wales.

Notice Title

UK7 - Contract Details Notice - Wales - Community Chaplaincy

Notice Description

The commissioning of Community Chaplain mentors (from Bethel Prison Ministry) who will visit each of the two AP's in South Wales once a week. They will provide opportunities for mentoring engagement with residents to discuss current concerns and future plans and act as 'critical friends' to help progress. This will follow a tried and trusted relational approach, working holistically with each individual; understanding vulnerability, impairments and emotional well-being. Participants will have an opportunity to share their story and what good looks like for them and what they need to help them help themselves. Their community chaplain will help them, as appropriate, rebuild meaningful connections with family, employers and others who can support them including faith communities and act as signposts to sources of additional support after leaving the AP. Residents will be referred to the community chaplains by a variety of means including self-referral, introduction by AP staff, Probation Officers and referral from prison chaplains.
