Summary of the contracting process

The London Universities Purchasing Consortium (LUPC) has initiated a procurement process through an open tender for the JNCC Business Associates Framework Agreement to support nature conservation. The procurement is targeted at consultancy services, falling under the services industry category. The primary focus is on environmental issues and consultancy across various domains such as terrestrial and marine environments, air quality, and corporate services in the UK. The tender process follows the Competitive Flexible Procedure as per the Procurement Act 2023, aiming for a fair and transparent supplier engagement to deliver value across the framework's lifecycle, which may extend up to 2030. Key procurement deadlines include the tender closing on 28th July 2026, with enquiries closing on 20th July 2026, and award notifications expected by 18th August 2026.

This tender presents significant opportunities for businesses specialising in environmental consultancy and related technical fields. It is particularly suited for small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) looking to deliver meaningful, value-driven solutions in addressing pressing issues like biodiversity loss, pollution, and climate change. With a framework agreement allowing up to 42 participants, businesses have the chance to form long-term contracts and contribute to advancing nature-based solutions. Given the broad scope of services required, firms specialising in environmental engineering, data analysis, social science, and organisational development may find this opportunity particularly appealing for growth and establishing a foothold in public sector partnerships.
