Summary of the contracting process

JNCC Support Co is establishing a UK-wide business associates framework for consultancy supporting nature conservation and biodiversity protection across land and sea. The work covers six service areas: terrestrial and freshwater environments, including biodiversity-loss drivers; marine environments, sustainable fisheries, offshore industries and protected sites; air and environmental quality; economics, social science and evaluation methods; earth observation and environmental data; and corporate services, including inclusive organisational design and development. This is specialist environmental and organisational consultancy rather than construction or product supply. LUPC is managing the procurement for JNCC Support Co. The framework is intended to provide expert advice, analysis, research, environmental engineering, surveys, modelling, data and related professional services across the United Kingdom. Each service area is a separate lot, and the requirement is suitable for SMEs; most lots are also identified as suitable for VCSEs.

The procurement has reached award stage through an open, two-stage competitive flexible procedure, and the framework is complete. Six lots were awarded separately, each with an estimated value of £2,000,000 excluding VAT (£2,400,000 including VAT). Awards were made on 10 September 2026 to multiple suppliers: 15 suppliers for terrestrial services, 15 for marine, 14 for air and environmental quality, 15 for economics and evaluation, 15 for earth observation and data, and 6 for corporate services. Awarded suppliers include specialist consultancies, universities, research bodies, environmental organisations and mapping firms. The framework starts on 28 September 2026 and runs to 27 September 2028, with two possible one-year extensions to 27 September 2030. Call-offs may use direct award or further competition. Evaluation used price per quality point, combining price with technical, quality and social-value scores; economic and technical selection criteria also applied.

Notice Description

The Joint Nature Conservation Committee ("JNCC") is the statutory adviser to the UK Government and devolved administrations on UK and international nature conservation. JNCC and the conservation sector are under increasing pressure to deliver value for money and solutions through their procurement activities and must achieve value for money through all procurement exercises. The triple planetary crisis of climate change, biodiversity loss and pollution has intensified the challenges facing nature conservation. JNCC are seeking expert support to strengthen our critical role in protecting the UK's biodiversity across both land and sea. JNCC is committed to advancing nature-based solutions to address these interconnected crises as a central element of our strategic development. JNCC is creating a Business Associates Framework agreement for the future supply of consultancy services for the required specialisms. The objective of the Framework Agreement is to deliver best value, continuous improvement and efficiency gains across the life of the Agreement. Your role as a supplier is key in helping JNCC to deliver value. With this, we would invite participants who can provide the greatest value for money achievable.
