Summary of the contracting process

The Association of North East Councils Limited, operating as the North East Procurement Organisation (NEPO), is in the planning stage of establishing a significant framework for NEPO233 Retrofit Works. This multi-supplier, multi-lot framework aims to cover retrofit works across various public-sector settings within the UK, with an emphasis on the North East of England. The procurement process follows an open procedure in line with the Procurement Act 2023, and the estimated contract value is set at £600 million. The framework is expected to start on 30th June 2027 and will run until 29th June 2031. Interested parties should take note that a projected date for further notices is set for 19th November 2026.

This tender presents a substantial opportunity for businesses in the building installation and retrofit industry. The open procurement method is particularly beneficial for small and medium-sized enterprises (SMEs), making it an attractive prospect for firms looking to expand their operations within the public sector. Participation in the framework will require organisations to register as NEPO Associate Members, which will allow access to a network of contracting authorities across the UK. This initiative provides a dynamic platform for businesses aiming to capitalise on large-scale projects and establish solid affiliations with public sector entities.
