Summary of the contracting process

The Association of North East Councils Limited, acting as the North East Procurement Organisation (NEPO), is progressing with a procurement process titled "NEPO233 Retrofit and Energy Efficiency Works." This initiative is in the planning stage as of 28th July 2026. The framework will address retrofit works across various public-sector settings, potentially spanning the entire United Kingdom or focusing on the North East of England. Interested parties are encouraged to participate in a Soft Market Testing questionnaire from 28th July 2026 until 11th September 2026, offering input on the procurement strategy. The estimated contract period is set from 17th July 2027 to 16th July 2031. The procurement will employ an open procedure method, supporting the creation of a multi-supplier, multi-lot framework agreement with an anticipated gross value of £600 million.

This tender offers significant business growth opportunities, particularly for SMEs specialising in building installation work and energy-related services. By allowing multiple suppliers to engage, it creates a competitive landscape beneficial for firms aiming to expand their footprint in public-sector projects across the UK. Businesses skilled in retrofit and energy efficiency would find this tender highly advantageous. Participation in the preliminary market engagement process, while not mandatory for future involvement, will provide valuable insights and help tailor proposals to better meet NEPO's expectations. The framework's extensive reach and substantial budget stand as a robust platform for suppliers eager to scale their operations and enhance market presence.
