Summary of the contracting process

Westminster City Council is planning a procurement process aimed at acquiring specialist Human Resources and Organisational Development (HR & OD) support for its organisational transformation programme, "Fit for the Future 2030". This initiative is in the planning stage and involves a Pre-Market Engagement exercise to evaluate supplier interest and feasibility. The procurement is targeted for HR management consultancy services and the submission deadline for initial supplier feedback is Friday, 19th June 2026. The location of the procurement is London, and the process is expected to commence on 1st September 2026, concluding by the end of December 2026. Small and medium enterprises (SMEs) with capabilities in organisational restructuring and workforce planning are well-suited to participate as external providers. Westminster City Council seeks to augment their in-house capabilities with external expertise, expecting providers to demonstrate strong alignment with the organisation's values and operational practices. The indicative cost range for each commission lies between £190k to £275k, and suppliers will be expected to engage closely with the council to support and enhance service delivery.
